Dirty please listen to Tupac Life's So Hard ***OG*** it samples Led Zeppelin Ten Years Gone and it sound fucking godly. You can't know that song as a Tupac fan.
That's the original 1994 track that Pac submitted to Suge for Murder Was The Case soundtrack and Suge paid him $40k despite not using it in the end. The use of the Ten Years Gone sample is absolutely sublime.

Sounds possible. A lot of unpublished music got leaked when Suge was in jail and the Death Row offices were a free for all.
It was released in Australia I believe.
Everything you said is true because there's are interview with rapper Craig G where he talks about the project. And a few of the songs were remastered on the Pac album Still I Rise.
Outcast and Scarface were also to record for the One Nation album but that did not happen.
