This somewhat reminded of a story (or joke) about a man that was running from the state police at high speed. When they finally got him stopped, they asked him why he was running from them. Often when people try to assist, the officer will tell them to get away. He may have stopped and been ready to assist if the officer asked him for help. Just my thoughts from watching far too many of these chases.

The officer should be retrained now, not later. When you give a command, at MOST, repeat it twice, then do whatever you said you were going to do. If you are going to taser her, then give two warning, and let it go. My gosh, she will get hurt more with you jerking around, and you will get hurt more jerking around.

As the car sits in the impound lot while she finds the money, the storage charges are increasing with each passing day. She may never accumulate enough to get her car back. If you look carefully shortly before she is put in the officer's car you can clearly see a civilian being thanked by the second officer. I suspect that it was the bystander and as others have said he probably would have stepped in if the trooper asked for help. Could quite easily be interpreted as interfering in the arrest if intentions to help are misunderstood in the heat of the moment.
You know, I really like this video. It shows how racial equality in the US has come a long way. Back in the days everybody would've been like "Is it them again, Yogi?" - but here we have a white female busting out all the classics from "I didn't do anything" (while actively fighting) to "I can't breath".
