They won’t put a non title fight above a title fight on the card. Leon would be the main event if it’s in England.

Belal managed to injure Burns’ arm half way through the first round and Burns had to fight with just 1 arm for the rest of the fight - it was a competitive fight before that. Belal’s just a downgraded version of Usman. Belal’s never fought a high level striker with decent defensive grappling like Leon.

Shavkat Is Injured and won't fight for the next several months, Islam won't be moving up anytime soon, the winner of JDM vs GIlbert doesn't make any sense since Belal already dominated Gilbert.
He's not the most beloved fighter understandably, but Bully B deserves to be next In line to fight for the title.

That's different case though. Public perception differs. Leon is viewed by wide public after two Usman wins as this technician who can KO you - world level.
Belal is viewed as boring decision machine, who nobody expected to end up at challenger position.
They have two different jobs to hype the fight. Belal has to say that "Hey, 1st fight was a fluke, I was on short notice and he still had to cheat his way out".
Leon, on the other hand, has to tell to people that this is a tricky fight with a dude who's not as easy as you may think.
As an example, look at Klitschko brothers in boxing or GSP - they hyped up their opponent so that people would buy into "hey, now we've got a guy who can give him legit problems" thing while challengers were talking trash on them. Different starting points, mate)
Belal would be a sick champion. I don't see him turning down fights and I truly believe he would be active.
Leon hasn't turned down fights either.
He and Makhachev were the only two champions to defend the belt twice this year and Leon did it against actual Welterweights, rather somebody in a lower division.

Belal is definitely a respectable and high level fighter, and Leon Edwards hasn’t been overlooking him at all. Leon Edwards is prepared and is always improving regardless. Belal is a great fighter to keep in the welterweight division 👍he’s a great fighter and poses serious challenges for contenders within the division.

The dude does a media appearance from a car, with phone audio. Hard to hear him clearly. Very amateurish--I like him as a fighter but he really needs to invest $100 in a better audio/visual setup for media. It's hard to increase your charisma or improve public speaking/presentation (it can be done, but it's not easy), but he can't even be bothered to put in a tiny bit of effort to make his video/audio clear.
