Crazy how many men end up in prison or killed because of ladies when they simply could have moved on to the next one or better yet practice staying celibate for a little bit. When police officers commit crimes like this they should be punished to the fullest extent of the law, and denied protective custody. He needs to be housed with the population that he used to oversee.

To answer your first question, it’s because while there’s thousands of people out there you are only able to meet those within your circle. Meeting or trying to get into other circles is very difficult these days and only works when you are in a new area for months.
