UEFA states that if the ball touches the body before the arm that would negate the call being a handball. The referee is changing the rules as he sees fit. Newcastle were robbed plain and simple

Bayern fan here. Newcastle were extremely lucky to get a draw today. Multiple hand balls in the surface and a clear penalty on Hakimi. Didn’t like that last call but don’t get it twisted, Newcastle are very lucky to get out with one point today. PSG eas by far the better team.

except Kimpembe actually blocked a goalbound shot with his arm - he jumped deliberately to block it and his arm was away from his body. It was unlucky but it was a penalty in my book.

apparently a few years ago, UEFA removed certain conditions (like speed of the ball, proximity, etc) to make every handball decision "objective" (black or white). They're now planning to re-introduce those conditions from next year because of how stupid it was to remove them.

Honestly, it would have been less frustrating if the penalty was given *_without_* VAR.
It's the fact that it was analysed, and given.
VAR could have been a force for good, stopping divers, highlighting BLATANT errors etc. Instead, it's become a jobsworths wet dream, analysing every goal for "possible offsides"(often by tiniest of margins) and NOT BLATANT things, that nobody wanted it for. It's killed celebrations, rewarded divers, and harshly punished players for unavoidable handballs, and tackles that are barely fouls let alone red cards. VAR could've made the game better. It's made it far worse. Ruined the sport. 30 odd years of loving the game, ruined in the space of 3. Thats some achievement.
Good newcastle defended like athletico madrid and was riding their luck way to much when uts another team the English gets up set at athletico for putting 10 man behind the ball 😂 we don't wanna watch newcastle go last 16 defending they can't even beat a mid children psg
I think as a whole, the game is fairer with VAR than without it. People are extremely quick to forget correctly overturned offsides, penalties and red card decisions. I remember the days of blatantly offside goals deciding games and that is far more unfair than a subjective decision being given against you (which is still going to happen without VAR btw). As for ruining celebrations, it's not mattered for rugby or cricket, why should it matter for football?

It's not mattered for the other sports, because not only have they had it for far longer, but they just aren't the same sports. Not everything is black and white. Life is not black and white. There are nuances and grey areas. That's reality.

Fifas own advisery board in april of this year adviced to remove this rule but fifa did not listen. What is the point of the expert boards. We need to let referees use common sence and not be forced into ruling by idiotic rules.

Let me highlight the important part:

Livramento's arm is clearly in that position as a CONSEQUENCE of him running, so basically this was NOT a penalty by FIFA's official rules and I have no idea what that woman is talking about. What the point of having a rulebook specifically state something if the "current interpretation" as she puts it apparently orders referees to do the exact opposite? I don't buy that, and this was never a penalty.

As a Manager I would simply tell my players only aim for the opponents arm which means you would approx get about 5 penalties per game. Just Ridiculous.

since they start giving those penalties many players doesnt try to make a cross to a teammate but they aim opponent hands.give a non direct free kick for the situations that the defender is too close and problem is solved.

What benefit is it to say next season this or in march that when THIS decision has or could effectively cost a team progression. its wrong, you know its wrong, the ref knows its wrong but yet the decision was made anyway due to how the refs and VAR are told to interpret a rule that basically undermins or overwrites the official UEFA ruling.

each year they try to 'improve' the handball rule and each year things get worse. They should go back to how the handball rule used to be for decades. Instead of IFAB doing the impossible and coming up with a perfect rule, just leave it to the common sense of the ref to decide whether a handball was intentional or the result of gross negligence on the part of the player. Those should be the only factors determining whether it's a penalty or not.

If the hand blocks the ball going into the net by an outfield player, Then all the direction of ball, how far the arm is from the body etc shouldn’t matter. All that should matter is a goal was stopped by a hand and so it’s a penalty. For everything else like the balls going up in the air but touches a hand on the way, then the circumstances should be looked out like was he holding his arm out or did it deflect of another body part first etc etc
One thing I think should be introduced is an automatic goal when a defender, standing on the goal-line between the posts, deliberately stops the ball hitting the back of the net through handball. It is usually 100% certain the ball is heading for a into the (can be confirmed by VAR if necessary) and therefore the attacking side should not have the onus of converting a penalty kick. The defending side also do not deserve a second chance of denying a goal.
So she came on to defend regualtion and in the end just gave us a load of WAFFLE

The referee should never be allowed to officiate any top tier game from now on in any league.
If a player blasts a ball at goal and an opposing player is 6’ away, how can he or she, avoid being hit. This penalty rule needs to be scrapped.
So it seems that the deflection rule is not implemented in UEFA, so it is not a mistake objectively. However, his arm was in a *natural* position, which may be subjective, but it's still a mistake imo.
