Here the subject of the joke is sexism toward women - the TARGET of the joke is people who are sexists. It is a way of mocking absurd beliefs by exaggerating them for comic effect.

I'm not sure if this has been sufficiently clearly pointed out because, looking at your faces, you missed the point completely: This was made in the 1990s, not in the black and white TV era. It is shot in this way because it mimics the style of old-fashioned informational films of the 1940s and 1950s. The film explicitly states the prevalent prejudice against women at the time - which was implicit in every area of society but not overtly stated as 'fact' as it is in this skit. The heightened ridiculousness of the sketch contains an underlying truth. It is if anything, mocking prejudice and those who attempt to defend it with pseudo-scientific explanations.

Harry Enfield copies the style and mocks both men and women. Watch his film on women driving cars. It is wonderfully funny. We English don't take ourselves too seriously until we have to.

It go's right over her head. The sketch is deliberately set in the past, ie 1950s, and such attitudes were common place, hilariously nonsensical that's why it's so funny.

the funny/terrible aspect of this clip is yes, it was satire but actually what it's saying is less horrific than what was said in the past about women and how education ruined them:
