Just in case no one else has said but this was from a comedy scetch show from the 1990s. They did a series of these black and white ones, where they mock those old govt information films from those times. In fairness I would think that this would be funny even back then.
It was not serious, it was a joke sketch taking the mickey out of men and ridiculing them.
