I don't know if this is possible, but could it be modded so that a nation only enters a certain age dependent if they adopted certain institutions? historically the age of exploration went far longer than it goes in the game, and it really bothers me a lot, specially given that the reformation only truly kicked off when the printing press was invented, and that only turns out around 1550 in the game!
There isnt any cap for hre reforms. In 1.30 when I was playing portugal, HRE was united and also pu and integrate Spain. But that was propably insanenly rarely. Edit For sure that happened before age of absolutism. Also that game was without any dlc.
You said 3rd reform of HRE is limit, but in my Trebizond campaign Austria has passed just after 1550 all main reforms and is still gaing Imperial Authority despise having a lot of heretics
