    I would try contact cement. You need to use a solvent type glue that will get into that rubber base, like welding gets into steel. The glue you are using works good on wood, concrete etc that is porus enough to "grab" on. That will not work on slick plastic or rubber. Plus the glue needs to be flexible so the surface can expand or contract a little without breaking the bond. I'm sure there are several options, but I would use contact cement or a similar spray type.

    Take that scrap peace to a roofing supply store and ask for the right glue.
