San Antonio Water System shut off the water to more than 600 apartment units across the city on Tuesday. SAWS says it disconnected the service to get the attention of the property owners at four complexes who'd missed several payments over the past few months.

Don't blame landlords. They're not the ones saying which bills get paid...its the mgt company that decides who gets paid and when. SAWS don't mess around. I managed a student site in SA once, the mgt co. didn't pay the bill and off went their water....one month behind, not two. So if these sites got a few months behind before being shut off. They're lucky.
