  • Deputies report:
On 05/26/2023, at approximately 2335 hours, Iwas on patrol in the area of Isleta and Rio Bravo (traveling southbound). While stopped at a red light the driver of a brown Honda sedan rolled down his window and waved his hand to gain my attention. The unidentified male stated he was being forced off the roadway and had to make evasive maneuvers to avoid collision with a white Nissan Sedan bearing license plate NM-RCN618. The male subject identified the vehicle which was also stopped at the red light. The male subject stated he believed the driver to be impaired. The light turned green and the white vehicle briefly stayed stopped, then began in motion, traveling southbound on Islet at approximately 15 MPH in a 35 MPH zone.
I then activated the emergency equipment on my marked patrol unit and conducted a traffic stop on this vehicle. The driver made a east bound turn onto Mora Rd SW. While conducting a turn the vehicle failed to maintain lane and entered into the west bound traffic lane. Eventually the driver came to a stop. On my approach to the vehicle the driver had the front and rear windows of the drivers side partially rolled down. As I approached closer to the vehicle the driver rolled up the rear window all the way, The driver also rolled up the front window with approximately three inches of opening left. I observed a small child laying face down on the rear floor board behind the driver's seat. I also observed there was not seating restraints for the child inside the vehicle. I made contact with the driver who was identified as Raedelle Bahe. I asked her to roll down the window so we could better verbally communicate and also so I could gauge outward signs of impairment. She refused to roll down the window stating she knew her rights. Bahe had repetitive phases stating " know my rights" and advising me that "you have no rights". I believed her actions to be a tactic used to interfere with my investigation. As we communicated I observed her to have slurred speech as she talked. After refusing several commands to roll the window down, or to exit the vehicle, I believe Bahe accidentally unlocked the doors. Deputies were able to open the rear door and remove the child from the vehicle for the safety of the child. After the child was removed l opened the front door and took control of her left wrist performing a C-Clamp with my left hand. I again gave commands for her to exit and she refused. I held her arm out of the vehicle as she began to make a phone call, still refusing commands. I gave Bahe ample opportunity to comply and it was evident, based on her behavior, that she was going to continue to be physically and verbally resistive. In order to over come her resistance and affect my lawful duty to investigate the impaired driving with a child in the vehicle, I conducted an arm bar extraction. I pulled on her left arm and applied pressure to the triceps notch and Bahe went to the ground on her knees. I advised Bahe to stand up and she attempted to pull her arm away from my control. I mounted her back while still controlling her left arm which caused her to rest on her stomach. She tucked her right arm under the chest and refused to place her arm behind her back under her own power. I attempted a pain compliance wrist lock on the left wrist which was ineffective. I secured her left arm inside my left thigh and had to pull her right arm from under her chest where she was then placed in handcuffs. I escorted Bahe to my police vehicle where she refused to seat herself. I pushed on her shoulder to get her into the vehicle. I was able to place her left leg in the vehicle but she planted her right foot in the door way preventing me from closing the door. Eventually Deputies were able to deescalate Bahe. During this time I observed a strong odor of alcohol emitting from her facial area as she spoke. Her handcuffs were adjusted for comfort and during this time physical control (escort position) had to be used to control her movements. Due to her behavior and resistance no field sobriety tests were conducted. I transported Bahe to the SVCC then read her the New Mexico Implied Advisory where she refused to submit to testing at 0020 hours. During inventory prior to tow, two open and empty containers of liquor, Jack Daniels whiskey and 99 Bananas both 100 ml bottles, were located on the passenger seat. Paramedics were called to the substation to evaluate Bahe. She ultimately refused services. photographs were taken of her injuries which consisted of a scrapes to both elbows when she was detained in handcuffs. Bahe had no other complaints of injury. Bahe is being charged with Child Endangerment for operating a motor vehicle under the influence of intoxicating liquor with reckless disregard while the child was an occupant. She is also being charged with Aggravated DWI for refusing to submit to testing, resisting, and possession of open container. Bahe was booked into MDC.

Thank you! I had to fast forward so many times in this video because the two of them were just saying the same two things back and forth to each other over and over. Just take control already. Is there some time limit they have to wait before they change their tactics? Once you get into that loop, you've lost and you have to do something different.

Yeah these officers were pretty badly exposed here. It's unfortunate because they seem like they are fine in every other aspect, but to be completely helpless against an uncooperative subject just because they have their foot out of the door is so amateur and humiliating. I don't think they should be fired or anything, but if they were helpless against this lady just imagine how helpless they would be against an actual seasoned male criminal.

She is talking over the officer while he is reading her her rights, but she will insist she is not resisting. She resisted from the start by refusing to roll down her window, give him her name, and step out of her vehicle when he asked her nicely to do so. I, like most of those viewing, are astonished at how polite these officers are while dealing with this type of person.

Even I, with absolutely no training or experience dealing with an uncooperative subject, would have been able to get her into the car with ease. It's like any criminal that is stopped by these cops just has to stick their foot out of the car, and these officers are completely helpless against them 🤣. I'm not saying they should be fired for this or anything, but they need either A LOT more training or they need to be put into a position that doesn't deal with making arrests. It's unbelievable that these officers allowed this drunk broad to go on for 30 minutes telling them what she was going to do.
She never ince asked if her child was ok and then she was allowed to do a plea deal
Our justice system needs a major overhaul!
She needed to lose custody of her child and being intoxicated should be a mandatory 3 to 5 years in prison. No allowance for time already served.
