Beyoncé is an R&B vocalist and always has been. The scales she uses, the riffs, the song choices - that’s what defines the genre. You can hear influences of blues and harmonic scales but she mostly plays with these notes to add flair.

Down to the lyrical content it id more blues inspired to the instrumentals and musical composition of it.
