What about Need for Speed World ? Despite having been shut down in 2015 it still exist with the name of "Soapbox Race World" and it's better than ever, with TONS of new cars and events, and everything is 100% free

Forza Horizons whole point is that its open world, not just racing. Some people just drive around and watch a sunset. Now if you said FREE racing games like Forza Motorsport then I'm with ya.

carxdrift is one heck of tryhard game when it comes to customization not to mention the upgreates
car x is hard if you play it on wheel with no assists, but on keyboard its good, and whit controler its ultra easy....

I'm looking for a quality open world racing and street driving game with real cars, lots of realistic mods like forza but with actual car sounds and relatively realistic handling. Think Test Drive Unlimited 1 but further developed than Alpha stage...

if you want a game with good car physics and tire models, go for live for speed and pay a little for more cars and tracks

What about Asphalt 8 or 9? Stunning visuals in 9 with mostly drifting and racing, there is no free roam/drive but there are hundreds of cars to upgrade and hundreds of tracks to race on AND it’s cross platform on Xbox pc iOS and android! Definitely worth a check out!!

How simulations on closed tracks are "like forza horizon 5"?
Another free decent one to try is Asphalt 9: Legends available on the Microsoft store or Steam
Imo it sucks because it is filled with micro transactions up to the brim and it has really slow progression and to get one decent car could have grinding for weeks or even months.
I mean none of those listed games are open world, right? So it doesn't make really sense to compare it to Forza Horizon imho.
