  • GC Strategies billed the government $9 million over two years, with most of that money being paid out to software engineers and others who actually built components of ArriveCan, the company’s managing partner, Kristian Firth told the government operations and estimates committee. The Ottawa firm was the largest single contractor on the federal government’s controversial ArriveCan app and Firth and his partner, Darren Anthony, personally earned between $1.3 million and $2.7 million for their work.

    The man testifying is only a technical recruiter. Got a heck of a commission out of it. The project managers and team leads whom they hired to work on ArriveCAN need to testify. This guy only finds and places people in their roles, in addition to collecting a large amount of money. Unbelievable waste of money at tax payers expense

      This recruiter literally said the staff he supplied were just responsible for the mobile and web app components. This does not include any other components of the system that needed to be built such as backend infrastructure, translation layers that would need to exist to have data passed around from this system to the legacy systems.
      The 9 mil was for the programmers that built the web app and mobile app, and presumably that includes some sort of backend for frontend API service as well. That accounts for the 17-25 developers + the recruiters commission fee for that one component of several other components that need to be built for such a project.
      The other components could be data ingestion by internal services, integrating with various legacy systems, hardware infrastructure, etc. I would like to know the full breakdown too, but this tech recruiter can only account for the (mostly) frontend part of the project
      Don't get me wrong, I still believe they overpaid, but the whole thing is being oversimplified to make it seem like the overpayment is an absurd amount by people who don't know how tech works

      @@insaniac82 This should be top comment. I estimated 20 devs for 2 years based on salaries as well. Was it over paid? Probably yes, but consider these are contractors, where you don't have to pay for benefits, office, internet, utilities, equipment it's not too bad. The part I disagree is paying recruiters to recruit entire teams, there are plenty of software shops based in Canada that would have the clearance to these type of work, and the middle man can be cut out.

      It's called arbitrage.
      Contract workers earn a lot $600-1000/day? Possibly more in Canada.
      Why it took 2 years, idk, I can understand the slow pace of working with a government (blocking issues, ...). The legacy systems etc.
      That something can be rebuilt in a fraction of the time as the original, is normal.
      I can rebuild my older projects, I worked months or years on, in 2 weeks. Thanks to new technology and all the questions & decisions are already clear, ...

These guys also get money from the CBC for headhunting, so that $44 million is not even the bottom line for taxpayer dollars going to these two guys. This is ONE contractor. Government of Canada is great at making millionaires on behalf of the taxpayers.

    There are plenty of companies in Canada who have people on staff who could have done this project without paying "IT Recruiters" a healthy markup - only the government is dumb enough to pay people to do this. I've led digital projects across multiple countries and languages collecting & managing data and I can tell you it's more than what the company hacked in a weekend, but definitely far less than the $54 million spent. I wish I could make the kind of money that guy is making!

      Having worked for a IT Consulting/Development firm, 300k for an app doesn't get you much now adays. Now add that the security, compliance, complex integrations with back end systems (which not all will have modern API infrastructure) and sign offs required by multiple levels of government add another couple of 00s to the contract and youll get an accurate figure. Should it have been 54M, certainly not but we cant expect to have apps designed for governement be done in the same way you have an app to send memes to your friends. Figures on the internet tell you very little about the real work that had to be done, so what we should really be looking at is: What would have been the internal cost to build it vs outsourcing it. If outsourcing it was the best option, then thats the price you pay.

      GC worked for the CDN government since 2019 on other projects. They were contacted in 2020. The ArriveCan app was used 2020 - 2022.

    I hope nobody is getting paid for the time they spend doing this. A good accountant could sort this out and let them know what money went where. Any way you look at it was 54 million spent on something that was not needed and was a tracking app that was used to see where people went and not just keep their information about vaccination status.

      They billed $9M in two years. According to him they took 30% of that as profit so that's $2.7M. The remaining money went to pay contractors. He said they had about 30 people working on it at the most. So...$7.8M / 30 = $260K/yr per developer.
      I highly doubt they paid that much to developers and that's assuming they had 30 for the full 2 years...which they didn't.
      The guy is a liar and they made WAY more than 30% profit. More like 100%. Scammers.

      It looks like a huge $45 million was paid out over 2 years, and they got to add 20% which is $9 million = $54 million. Seems the 2 person company wanted to keep inflating this as much as possible as they were allowed to keep adding on 20% (9 million) for themselves for the recruiting, just for this one app. Plus for other recruiting for the Liberal federal gov't.

      I am a software engineer of 25 years, and my team could have built this thing for far less than $1M in about 6 months. This is dripping with fraud.

      @@matt1720 okay. I'm a full stack engineer to. So maybe you'd like to talk. Because engineers are expensive, backend for the software was complex. And from my understanding they needed additional measures for backend integration etc because it's for the government.
      Yeah sure may have been able to be done cheaper. But $1m now I know you're either lying, or being dishonest. 20 engineers at 100,000$per year is over 2 million dollars in labor alone. So stop it... just stop.

      This guy has charged 42 million to the government in 2 years, he said industry standard is 15 to 30%. Industry standard is not 30% and if it is you’re charging customers WAAAAY too much. He would have made at most 14.4 million dollars or least 6.3 million in 2 years working from home because I doubt he’s ever lost any money in this career with the government if he stated the least he’s made is 15. There has to be something stinky going on here.
      Law is a VERY finicky thing based on she said he said. He said 30 because that was his best and 15 cause it was his worst, he never said he’s lost money on a job or cut a deal for the work they’ve done.

      @@matt1720 me too. I worked on software engineering all my life. What we are talking about here is not even a complex implementation. It is a database application, yes very large in scale, but highly predictable.
      I worked on systems that acquired real time data and had to react accordingly. Much more unpredictable.
      I just find it absolutely laughable that the government spent this incredible amount of money on this.

    This app never recognized that I was uploading blank sheets of paper to see if anyone actually read the vaccinations cards. My last trip from Orlando to Halifax, no one took the time to check. It was only a restaurant that we had to prove we were vaccinated. And that was "The Mother's Web" in Antigonish.
