    Q.
If your ball rolls into a penalty area from the general area after taking a penalty drop, are you permitted to play it if it is within two club-lengths of where it landed when you dropped it?
    .
    A.
No, the player must re-drop the ball. The ball must come to rest in the same area of the course within the relief area that it first touched on the drop.

Tough shot for the average golfer (rough and sloped) but not too bad for these guys. The original shot though that was BURIED in high grass (not just rough DEEP/wet rough) - hitting out of that could've been a disaster. Even for pros that's a VERY unpredictable/tough shot. One of the few golfers that was able to pull off shots like that was Tiger because he was so strong and his swing was so hard.... which of course led to all his body breakdown/back issues...

I did similar last week as the ball was settled right down at the bottom of a large clump of grass. I found a spot about a club length away which I knew would make the ball bounce and roll out of the drop area. I took two drops and then got to place it on a nice soft tuft, better than you can tee it up on a par 3! Wind was swirling, but I knew higher up it was strong, but steady right to left, I decided on a hard 7 rather than a gentle 6, to try and get it up through the swirling air. There was a strip of flat grass off the front left of the green, which would feed an approach shot between the front two bunkers and allow it to run down the gentle sloped green towards the hole. Ball slightly below my feet and with that wind, I aimed about 15 feet left of the green stip with a gentle fade so the ball would stop at the hole and not run past, weight slightly on my back foot for the extra ball height, concentrated on my shot shape and swing thought, one last deep breath, a slow smooth back swing and I shanked it 60 yards dead right. There is a difference between me and Rory...

In this case, hindsight is always 20/20. If he pitched out to the fairway, that 3rd shot into the green would have been a heck of a lot easier. Yes, he can flub the pitch out, but he can also fail to hit a worldburner from a ball placed in the rough on a severe sidehill lie. So, since he hit an amazing recovery shot, the decision looks good. But, it could have gone the other way, too, and he could have hit a poor shot that came up short in the hazard, or flared it out way right. But, he hit a great shot out of a much trickier spot than the flat fairway. Either choice had a similar amount of high risk attached to it. The risk was just moved from shot 2 to shot 3. It was a gutsy decision, that's for sure.

What you're missing from your analysis is the individual PLAYER.
Two options, (lay up, take drop and rip it) both high risk but different requirements. A simple analysis is "go with the one with the lowest risk". Good players consider both and go with the one that they feel they can EXECUTE with the lowest risk.
I have no doubt every player can answer with confidence "do you feel better pitching out of creek cabbage, or hitting an approach shot from rough below your feet?" - they may answer differently but that doesn't make their answers wrong.

I am certain the red penalty area is always there, and marked with a red line or stakes, or both. My educated guess would be that the club committee have adopted the local rule (providing equidistant or opposite side relief) for their regular member competitions, but I suspect the PGA Tour did not want it in place for their tournament. They probably want their elite players to play from the non-fairway side should their ball last cross the edge over there. A club committee may adopt this local rule simply for speed of play purposes allowing their members to remain on the fairway side to take their relief. Even without the equidistant local rule in place for the PGA Tour event, the red penalty area still provides the player 3 relief options under Rule 17.1d

Starting 2019, "opposite side" option was removed. Reduced options from 5 to 4. New options for red stake are: 1. Play as it lies (no penalty); 2. Return to previous spot with one penalty (stoke and distance); 3. Drop back "on a line" with one penalty; 4l Lateral (2 club lengths) with a penalty. Lateral is only from point where ball crossed penalty line.

Am I stupid? Wouldn’t it have been a better idea and play it, like at the least you should be able to chip it to the fairway for a better shot

The problem with playing that I see is how deep in the rough it is. The chance is high that he isn't able to get it out and the ball would roll into the creek. By moving it he is able to get it out from under that deep rough. Even a left-hander like Bubba (because we know Phil would 100% go for that shot as it lied) I don't think would go for that shot despite it being significantly easier for him since it wouldn't be on a downslope.

Why did Rory drop so close to the red line? I thought he had 2 club lengths from the red line?

To be certain that it crossed the line twice more. Then you have the option to place the ball. This gives you better options and a better lie.

I thought caddy is not allowed to be in hazard with bag or is that not a hazard?

A caddie is permitted to go into a penalty area, and can lay the bag down.
