I don't know if you've read but Varna used to be called Stalin from 1949 to 1956. The harshest times after Bulgaria lost the war and was occupied and controlled by the Soviets similar to how Germany was treated back then.
The monument was commemorating the construction of the Druzhba housing complex. It says it's a fruit from the Bulgarian and Soviet friendship and wishes for peace and so on.
