I see umpires making calls. The penalty is if all runners and the batter/ runner do not advance one base catcher interference is applied. If the batter / runner and all other runners advance one base then the interference is ignored. You are welcome to call it catcher obstruction if you like. That’s high school terminology. If the batter and all runners do not advance at least one base catcher interference is applied, but the head coach can choose to take the result of the play. He can trade an out for a run. It’s an option. If a runner is stealing on a pitch when catcher interference occurs he will be awarded his advance base.
Why doesn't MLB just change the rules and not allow the catcher that close to the batter. Player Safety should be first priority. Have "a line in the sand" x number of inches behind home plate, and the catcher needs to stay behind it till the backswing danger is past.

With some catchers it may be a viable tactic to just aim for their glove.
