Brexit: Internal Market Bill clears first hurdle in Commons - BBC Newsnight

  • A proposed law giving Boris Johnson's government the power to override parts of the Brexit agreement with the EU has passed its first hurdle in the Commons. Subscribe to our channel here: goo.gl/31Q53F
    MPs backed the Internal Market Bill by 340 votes to 263.
    Ministers say it contains vital safeguards to protect Northern Ireland and the rest of the UK, if negotiations on a future trade deal break down.
    But critics, including a number of Tory MPs, warned it risks damaging the UK by breaching international law.
    Although the government has a majority of 80 in the Commons, it is braced for rebellions in the coming weeks as the legislation receives detailed scrutiny.
    Several prominent Conservatives, including former Chancellor Sajid Javid, have said they could not support the final bill unless it is amended, with a number expected to have abstained in Monday's vote.
    Political Editor Nick Watt reports and in the studio Emily Maitlis is joined by Conservative MP Sir Roger Gale, who did not vote with the government, Tory Peer Lord Lilley who supports the Internal Market Bill and European Parliament Vice-President Katarina Barley.

    The EU insisting on (for example) export declarations was precisely the risk that Brexiteers chose to run in (1) backing Brexit and (2) negotiating in the manner they have. The only reason this mess exists is because of the naive doublethink that the UK could leave the EU but enjoy materially identical benefits - a position that it was obvious from the start the EU could not permit. "No deal is better than a bad deal," anyone?

      Its not about if the BBC agree or disagree with anyones narrative.
      They should be independent and not express any view either way.
      The BBC recieveds its funding on the agreement it remains impartial. Therefore it should not use language that implies left of right is right or wrong. Or in this case any othe the three guests
      An example of impartiality and misleading by suggestion was; the interviewer stated as if it were fact that the bill would break international law!
      That is an incorrect fact. There are many legal experts with differnt legal opinions on this, but this being legal or ilegal can only be established in a court.
      That is a clear example of bias. By misleading the viewing publiic stating it is against international law and expert legal experts had said so . Very very wrong and very very dangerous as a supposedly impartial public broadcaster

    Boris made a very clear and rationale explanation. Ed Miliband’s reply was just too painfully silly to sit through. No wonder Labour lost the general election. As for the BBC, they bring forth objector after objector after objector. No attempt at presenting an equal number of proponents. I used to be so proud of the BBC, say twenty years ago. What a sorry state they are now. Doesn’t the BBC realize that the majority of the British people voted for Boris and want our country to do well under him. This constant unequal bias against him by the BBC is just so irritating. Wouldn’t it be nice if our main broadcaster could talk our leaders up a bit and make us feel good about our country.

      What's to be impartial about? The UK and the EU agreed on a mechanism to resolve disputes.     It doesn't matter with how much clarity this MP explains the circumstances in which Clause 38 could be brought into effect. The interviewer continually badgers for a different answer that the MP can just not give. There is no alternative to His answer. The potential circumstance is a very real threat by the EU to put a blockade between Northern Ireland and Britain if there is a no deal. The EU woman when taken to task stumbled her answer in protest to the UK stance on this matter because it is plainly obvious to her to the EU to this interviewer and I suspect to the National community that Great Britain has every right to secure the sovereign integrity of it's internal markets.

    Does anyone buy Peter Lilley's line of argument at all? It goes like this, we want to pass this law that allows us to change the Withdrawal Agreement (that was signed by this same sitting Tory Government, and sold by this Prime Minister) when things don't work out the way the UK wants by Dec 31st. So imagine this, the UK's food standards are currently the same as the EU's. But if the UK and the US sign an FTA, and US agri-animal products come into the UK, what would prevent these products from moving to the EU via Northern Ireland and the Republic? Growth hormone US beef, chlorinated chicken, etc. Would it be ok if the EU also add a clause that upon violation of any such import of non-sanctioned agri-products, that the UK will be liable for damages and all costs for removal/withdrawal and restitution to affected parties? Would that be fair?

    There cannot be a hard border between the Ireland and the rest of the EU, there cannot be a hard border between Ireland and Northern Ireland, and there cannot be a hard border between Northern Ireland and the rest of the UK. Thus Brexit has always been a *mathematical* impossibility, like 2+2 being 22.
    Yet, back before being PM, Boris and Nigel convinced a majority of the Brits that 2+2 could be 22, if only they wanted it to be. So the Brits voted for an irrevocable decision that 2+2 shall be 22; and they elected Boris because he promised that he would get it done by the end of that year.
    Naturally, neither Boris nor the EU could figure out a way to make 2+2 be 22. But the EU, not wanting to be a party spoiler, agreed with the general idea of 2+2 possibly somehow yielding 22, and gave the UK a generous deadline to come up with a solution.
    Naturally, the UK could not find any solution. So Boris is now trying to pass a law that says that 4 shall be 22, explicitly violating all laws of international trade, of the UK, and of mathematics...

    The Withdrawal Agreement is an international treaty subject to the Vienna Convention with jurisdiction by the International Court of Justice. The question whether or not the UK is justified in amending, clarifying, or cancelling the treaty is a matter for the Court. Not a flock of headless chickens.

    I want to fight to end Tory rule but I find continuing to live in this country a real struggle. All because those who voted Tory wanted a populist leader and a ‘man of the people’ when all they got was a Tory who doesn’t give a fuck about them and is only interested in serving his donors. Also I want those voted Tory that I want you’re kids to go to great state schools that are properly funded, I want you’re kids to go to universality for free, I want you’re parents to have a free elderly care to give them help when they need it.     Correct me if I am wrong, I thought this was an insurance policy and will only break international law if it is enacted - note the term "enacted" ? So if you buy a car insurance you would not necessarily use it until you have a crash? so what's the big fuss?

      Frank Birch I think it’s no disadvantage to have people in the Brexit negotiations on the EU side with a sympathetic view and understanding of Britain in general. It is not “us” versus “them” and I think it has never been like that, despite the efforts of some arch Brexiteers to sell it that way

Go to minute 12:58 she said "you can 'TRASH' your reputation" Her manner too was to ridicule, eye roll, interrupt and make long statements. She clearly has no intention of letting the guest speak, clearly bot interested in his answer because she disagrees. BBC is not paid to agree nor disagree but to produce fair and balance reporting and content. If you cannot see that after watching it again with an open unbiased mind then you have proved my point exactly and perfectly.

      @@rrg6625 Do you not think that it is reasonable for a journalist to put it to a member of the government that the UK's reputation may be tarnished by passing a law which is in breach of international law? A fact the government has admitted to. The word tarnished is hardly an incendiary term. And you say BBC is not paid to agree or disagree. Of course, but they are journalists who deal in factual information. 3 former PM's have echoed the reasonable BBC questions here. The BBC asking for an explanation why the government is passing a bill which will contravene international law is not disagreeing or agreeing with anything. It's asking for an explanation of the new law and how it will be perceived by other nations.
      Think Jeremey Paxman? Was he always biased when he grilled a minister or an MP? Only if he steered away from the facts. The BBC journalist here is echoing in her question what senior MPs in the Tory party are saying about the law, what the EU are saying about the law, what the Irish government are saying about the law, what former PM's are saying, and what the Northern Irish Conservative Secretary of State has confirmed - that the UK are intending to break international law.
      The UK is a nation built on the rule of law and justice and is in danger of 'tarnishing' its international reputation. That's self evident, a matter for discussion, yes, but still self evident. Unless you are going to argue that admitting that you are passing a law which will allow you to renege on international agreements and laws is not something that may tarnish a nation's international reputation. It's almost unprecedented in modern international agreements. In developed countries, anyway.

    Typical BBC. Focused only on the POTENTIAL of breaking the law. Suddenly the backstop concept is only acceptable by the EU. Where is Fosters opinion from NI. No balance as usual. Panel - Interviewer and 2 pro EU against one defender.

      The majority in n.ireland support keeping the irish border open which formed the basis of boris s oven ready deal . He decided on the border running down the irish sea against the wishes of foster and co . Now he wants to break that deal . Wtf has the bbc got to do with it . You deserve a no deal for this act of bad faith . You never be happy always assuming the worst of the other side .

      It was Johnson who demanded a border in the Irish Sea. It was Johnson who got elected on this treaty as this was his election promise. Every Tory sitting Today in the commons agreed to it. Johnson signed the treaty on the 24th of January.
