If you want to get technical about it it already is legal, nationwide. The two thousand eighteen farm bill defined hemp as Cannabis with less than .03% THC. Because just THCa is present in Cannabis before heat is added, that makes ALL Cannabis legal because without heat its THCa & not THC. The law specifically states THC not THCa.
