he had the conversation in the first episode, when the captain was bringing up Riker's record.
They may have had it many times off-screen.
Except the captain can always override him and do what he wants.
And the first officer is entitled to deem the captain unfit for duty if the crew is at risk, captain dosent have god like rights. Usually just the trust of the crew
I don’t recall but did they beam down or take a shuttle? (‘Cause using the transporter when systems are going in and out would be suicidal.)
They used the transporter. If I recall correctly O'Brien said, "At the moment, this baby is working."
