If im correct safe mode can be booted into by mashing f8 while turning on your computer. If you were too late and the virus has done lots of damage, best case is that it hasn't destroyed it completely and you can re-install windows.

You would need a program programming tool for modules like bios. Desolder the bios module, put it in and copy all of the code from that bios from internet. But you would have to change serial numbers which is hard cuz if you change the serial number of one string the whole bios wont work
If you reinstall windows and a virus is still there, then it's a rootkit which has modified the system BIOS, meaning you have no choice but to buy a new computer period.
