A solution to the clone cost issue from *a long term perspective* (if the Empire had been planned to last _a thousand years)_ would have been to go the other route and modify clones to have a slower aging process, say double.
Those clones would spend even longer being trained and would therefore be even more competent. And they would have a long service life which would recoup cost and further increase their skill over time.
Basically go for a top quality over quick results.
They wouldn't be line troopers and cannon fodder but special forces and the elite officer corp, those positions that need the most training and expertise.
Such a measure would greatly increase the effectiveness of the Imperial war machine as it would set a minimum standard that was very high, and remove hubris and incompetence from the middle ranks.
Such a measure makes so much military sense that of course the Empire would never consider it.

I wonder if Stormtroopers ever ended up stationed "locally" on planets where they lived, or if that was more of an Imperial Army trooper thing.
If they did, that could be a considerable advantage over a clone trooper - no amount of badass fighting expertise can make up for the intimate knowledge of an place granted by living there your whole life. A clone born and bred on Kamino just wouldn't have that kind of "home turf" advantage.

But no one cares about Disney's fanfiction creation as much as the actual Star Wars of Clones and Storms. The Legends stories are far more realistic to Star Wars and what ACTUALLY would've likely happened after Episode 6. To say that Disney's Trilogy is more real just because they own the rights and can decide what is cannon is to say that a muppet sing along also COULD have been what took place after Episode 6.
Just because Disney owns the rights to Star Wars, does not mean they understand or even care about Star Wars. Obviously if they decided make a muppet sing along, FAR more people would call it fake Star Wars. But the point is even Disney's current trilogy IS Fake Star Wars, feeling more like a fanfiction than close to Real Star Wars. What is cannon doesn't speak to what actually fits in or belongs in a universe.

the problem with one location only is that, well they enemy can just focus there full might to cripple you there they only have to get lucky once. but if you split it up to separate locations then one attack would only damage your efforts not cripple them and it would give you time and warning to create new locations, move stuff around and reinforce your other locations.
Another issue with the one base only is that if they sneak a nuke in our world case or a death star into the battle and can use it successfully they have very likely ended your ability to create. in the modern world due to air power, artillery and other techs no single location is forever impenetrable, they will fall into time, in fact in history nearly most cities did fall in time if there not relied in time (as long as the attacker is kept well supplied of course and can keep bringing in troops and supplies).

We see in the clone wars that Grievous defeated a variety of forces (all most likely with venators) with a few cruisers until he was defeated at Bothawui while he really struggled against Kamino and was forced to retreat the first time and was ultimately defeated the second time despite managing to infiltrate the main facility.

my problem these days with a lot of the star wars media set during the imperial era is that well every time the imperials appear it is the Stormtroopers guarding every outpost or patrolling every city, it takes away from that whole elite unit thing. i mean if they are everywhere on every world then there not really elite are they there just a average standing army. i wish they used the Imperial Army more in the shows, games and such than always the stormtroopers. it would make the arrival of stormtroopers be more of a threat, they should also have them be more competent as well then compared to the normal imperial soldier.
For example in the roman Empire in it's prime, they where a town guard and security, then they where the allied and Auxilia troops guarding lost important provinces and borders and such, then finally they where the elite Imperial Roman Legionaries, who where only stationed at important places and where the crisis's where and guarding the most important dangerous borders.
