They're darting around because he's looking at different parts of the screen to read the questions. When he reads chat his whole head moves to the side 4head
I mean its hard to believe he doesn't read chat sometimes when he doesn't even know his own capital city.
He has two chat windows. One on his other monitor that he turns off, and one at the top right of his screen. Pretty obvious.

How does something make sense? Context, the "they think its all over" could have been one announcer, then something happens during the pause and the second announcer cuts in "IT IS NOW!" for example.
