Very late answer, but perhaps you (or someone else reading this) would still like to know: the answer is a bit complicated, but there isn't really a full song version of this sound fragment.
The origin is a raid boss in FFXIV, Alexander Prime. This sound plays when a mechanic happens that briefly stops time. While there is an OST tied to this raid boss (called "Rise", composed by Masayoshi Soken), that OST sounds quite different and does not contain these sound bites in the official release. There are videos you can find that do play the OST and keep the sound of the timestops in, but again, I'm afraid those won't contain anything resembling what you were hoping a full song version of this brief extract would sound like. It's a completely different sounding song that occasionally gets interrupted by this piece of audio.

You monster, the bouncy chest drives me insane and sometimes out of habit I accidentally click your stream to open the chests. I played the sims once and ended up with 4 kids, 2 were mine (cps took them because I sold all the house for parts) and 2 looked like mine but I have no clue where they came from. Everything worked out in the end because I kept the pool😈
