I imagine that penguins are ideally social - placid and keeper-oriented and not too shy aka actually interested in looking around, and maybe also the right degree of mobility - they can trot along with you, but they can't jump, run, or fly away so much... so you can take them anywhere, plus they are very photogenic and naturally visually charming!
