I agree to some extent, for me I started to see a decline when some of the original writers left, I'm not sure what season that was but I still enjoyed it up to about S8 or S9, perhaps I'm giving it more credit then it deserves as I'm a big fan of the show. I'll have to have a BBT marathon again to see when it actually changed for me.

I watch a lot of BBT and you can really see the degradation of quality over the years, especially starting towards the end of season 9.
I'd say it started a lot earlier. Around season 3 or 4.
