With such a high weight, you really need a reverse, which is available on the Piaggio MP3. For that reason, alone I would choose the Piaggio over the Kymco.

I think you should be careful telling people you don't need a motorcycle license because it has three wheels. Especially since in the states each state has the own laws. And some have trike laws and this falls under a trike in those states. Needing a special motorcycle license.
