  • London's attempt to hit motorists with more stringent anti pollution measures may have proved a liability at the polls - but British cities are still legally obliged to become greener.
    Several places have introduced Clean Air Zones - while Manchester has abandoned plans to impose more charges on drivers, in favour of other incentives - from a free city centre bus to subsidies to encourage drivers to upgrade their vehicles.

      Yes, I have asthma (from growing up in a city). It's very easy to tell the difference between fresh air and polluted air. I'm also a runner and you lungs simply burn when around driving or idling cars. Car exhaust is one of the most noxious, poisonous substances we tolerate around us. It can actually kill you if you're in a closed space.

      Private Hire / Taxi drivers are not legally obliged to wear a seatbelt if they have paying customers.

      spoke to a Manchester taxi driver recently who told me he hadn't worn a seat belt since 1986, was amazed they didn't have to.

      They care about votes. Central government instructed the CAZ to reduce NOx emissions, Greater Manchester proudly announced a comprehensive, wide-spread plan because health was the greatest priority, they wanted all the credit. Then there was a backlash and they were like 'well we don't want a CAZ we're being made to". It's a farce whichever side of the fence you sit.

    You say ‘high polluting vehicles’, but every year my car passes it’s MOT, which includes emissions, so why are we to be charged extra for something which already complies with the law?

    All vehicles, however they are powered have to pass an emissions test as part of the yearly MOT. I am certain all electric vehicles would fail an emissions test at their manufacturing stage, EG: Cobalt, Lithium mining and battery construction.

    this is not about clean air, it is about raising taxes. Squeezing more out of people who drive. if the air gets 0.001% cleaner over 5 years that is a bonus but certainly not the reason for the zones. people are not so stupid.

    As a resedent of Manchester i have used public transport a 5 mile journey on the bus took over 2 hrs & cost over £5 + a long walk in a taxi 15 minutes £10 & only a short walk & that bus no longer exists now it's 3 buses probably 3 hrs & god knows the price.

Having clean, reliable and cheap public transport is a far better way to encourage those who can use it, rather than punitive measures for those that simply don't have that choice. You can't have a conversation about clean air unless we talk about alternate modes of transit... unless none of this is actually about clean air and merely about a cash grab from the public, who simply aren't given viable alternatives.

      @@HighHoeKermit I’m a micro-mobility advocate too, which offers affordable zero emission transport for those who can ride - and is illegal in the UK - I agree high quality accessible zero emission transit is best, but the top comment was about how difficult their transit experience was, which is why they preferred a private car - but that’s conflating the ULEZ purpose - zero or low tailpipe emissions - with transit vs. private (or taxi) journeys. That’s all I meant.

    If these changes were really to benefit the environment, these local administration budgets would not be dependent on this extra income. Just paying a tax does not magically make the air cleaner or reduce levels of atmospheric carbon dioxide.
    The "some reduction is better than nothing" argument is already in play with the existing standards.
    Lack of supply, access to supply and infrastructure are all issues that require central government to resolve them...

      The argument is people will be "encouraged" (some might say forced) to switch to compliant vehicles to avoid paying the charge, funds from Clean Air Zone charges (this is how its operated nationwide) have to be reinvested in the CAZ, such as road improvements, grants, etc

      Absolutely, thanks to the Euro vehicle standards, newer cars are cleaner and the average NOx emissions have dropped by 75% since the 90's. Even though passenger vehicle miles has gone up (pushing NOx higher... new vehicles still emit NOx, just less of it).

    There are no night buses in Birmingham at all, so if this scheme is meant to get people into using more public transport there will be a problem. I very often finish work at midnight or later i work music venues , thats when all buses stop,so what's my choice? An Uber at £14 a trip?

    There are no "HIGH" polluting vehicles. My brand new diesel Mazda has a DPF fitted and uses, EGR technology and is fitted with an "Ad Blue" system reducing Nitrogen compounds. THERE IS NOTHING WRONG WITH AIR WE BREATH ! At age 78 being fit and healthy I KNOW

    All the roadsigns are still up around Manchester. Instead of being painted grey as is normal for road signage that is incorrect, they have all been oeft in place with additional signs added to say its under review. Wonder how much that cost?

    Considering that 90% of the cars on the road are exempt then charging the poorest who can’t afford a new car and blaming them for pollution is just idiotic, cos 10% isn’t going to tip any balance. Let the transition happen naturally,just think all those old cars only add the pollution out of their tailpipe. A new car is adding the pollution of manufacturing to our fragile environment. Or do people forget that?

      The point of the CAZ is to reduce curbside NOx emissions, so it is all about tailpipe emissions in this particular case. Part of the reason we have unsafe concentrations is because they relied on a natural progression and ever tightening vehicle emission standards, which was known to be ineffective because vehicle manufacturers were playing the system (i.e. VW emissions test cheat devices).

      Hope your COPD gets better. Cars only produce 12% of the NOx, which has already reduced by 75% since the 90's. More particulate matter gets emitted from brakes / tyres / roads than the exhaust, hence why the tube is filthy, even though it's electric!

    Nowadays people are dying with blood clot and not the environment. ULEZ is so so ridiculous. People don't have spare money to pay ULEZ. They are saying £12.50 but if you forgot to pay before midnight's it went up to £17.50p people myst think about that. It happened to me.

    Asthmatic, my biggest issue has been always with diesel vehicles.
    I recent years I've become aware of lpg autogas and have been running a volvo fitted with a brc kit for the last three years.. It's been hugely appreciated in cost saving and the co2 readout at mot is 0.0002. The mind boggles as to why this isn't being pushed as a Solution to the problem.
    And yet I've got a 2001 petrol and that's ulez compatible where as the 2000 lpg petrol isn't.. 🤦‍♂️ They are exactly the same spec of engine.

      You dont understand other peoples circumstances. I have only recently took notes off the news but david cameroen said diesels were cheaper to tax and so on as theyre cleaner. I still on finance have a bnw x5 diesel. Its not my fault im just the buyer. Dont punish others its the goverment fault for messing around. They need to tax the big companies/ factoires. And bring cleaner cars in. Its not my fault jeezz

      Why do diesels affect your asthma? Is it the particulate matter? More comes from the tyres / road surfaces than the exhaust, which INCREASED by 35% due to heavier vehicles. Nox? More gets produced in waste to energy sites. Only 12% of NOx comes from cars... this also includes the petrol / LPG (modern diesels make less NOx than turbo petrol engines) which aren't in the ULEZ zones. Single bus fares in london are £1.75, here in Manchester they're £2 and run every 15 mins at peeke times in a South Central suburb only 2 miles from the city centre, without any other alternatives for public transport. London buses even in the outer boroughs have much higher frequency and the options for rail are much larger and integrated. I lived for 18 years in london and no i live in manchester and the transport options are considerably worse and much more expensive per mile than across london.

    Incentivise. Improve public transport so that people don’t have to use cars driving into the city centre. Give people a council tax return if they can prove they have used a certain amount of public transport every month. Also, vans, taxis or an vehicle used for business purposes should be exempt from charge.

    I have got to correct a statement in this video, viz "high polluting vehicles". I have a 1997 immaculate very low mileage BMW classic car which passes its emissions MOT test without problem each year. I only use it for two months in the summer doing under 400 miles (= 1 tank of petrol). I live just a mile from the Greater London border and run my car outside London and onto the motorway. Yet, I am required to pay £12.50 daily just to drive a mile out of London! Yet, the more modern cars, whose emissions are a bit lower than mine, can drive all day long in London clocking up thousands of miles and causing congestion, yet they do not have to pay robber Khan!
    Also it is not so well known that 50% of emissions in all petrol cars are generated through brakes, tyres and wear on the road. This is even more for the electric cars as they are much heavier due to their massive batteries. These PM particles are much more dangerous to health than the petrol fumes. Yet, somehow this is overlooked!

    All these clean aor zones are unlawful, they are all different in regard to what is charged and how much and where you habe to pay. Inconsistent is what the law states should be stopped.
    We already have emissions test and charged to the amount in our MOT and road tax.

Assume that in EU we started our green zones and everything is brilliant, life is pink. What about China? USA? India? Africa? Latin America? Middle East? They are all industrialised with huge loads of pollution, to solve the air pollution, all the planet needs to tackle that as one hand, which it will never be done

      Why do diesels affect your asthma? Is it the particulate matter? More comes from the tyres / road surfaces than the exhaust, which INCREASED by 35% due to heavier vehicles. Nox? More gets produced in waste to energy sites,, located conveniently in poor areas, whilst also pumping out harmful chemicals of all sorts. Only 12% of NOx comes from cars... this also includes the petrol (modern diesels make less NOx than turbo petrol engines) which aren't affected by ULEZ. NOx is a natural chemical that is also produced by the microbes in our soil, hence agriculture is a major source of NOx, even then, NOx has been reduced by 75% since the 90's. Try getting the facts right and demanding that the poor child with asthma is able to have a cheap vehicle in the future to enable them to get a better job with a better life and prospects.... meanwhile our air is getting cleaner by the day without ULEZ zones. The idea that people think the air quality part is the bit to question is ridiculous. Argue against the timing, the cost or the compensation don't be an idiot and think the air quality argument is the bit to question.

Not to mention in the study that Sadiq points to, even traffic pollution is going to decrease by HALF without ULEZ next year, as the data is old, from 2019, they should have new data out last year... but I guess it wouldn't fit in with their narrative. . The newer vehicles still emit NOx. Don't worry, when revenue starts dropping again (people don't drive old cars for fun but necessity), Any Euro 6 car will be charged, Euro 7 will be allowed.

    We need to clean our air up, not just in all major cities, everywhere. But there needs to be a govt backed scheme to trade in non compliant vehicles because not everyone can afford an ultra modern car, and huge investments in better transport links. TfL integration and pricing is a great model for any city region to emulate

      Consumerism in the name of the environment is never green
      I‘ve looked into upgrading a vehicle by retrofitting emission reducing tech.
      £15k certification costs are the main obstacle. So consumerism (scrap & replace) becomes cheaper thanks to government rules!
      The air is actually very clean and has historically never been better since the industrial revolution.
      There is no need for a sudden urgency. Further improvement should take proportionate measures.

      the air in the uk has never been as clean as what it is now, i,m lucky cos i live in a small village, & most of us still use a coal fire, & no central heating, & i don,t know anyone that has breathing problems, people,s home,s these days are a lot to blame for which way people breath, where they have the central heating on, the windows & door,s are all doubleglazed & draught free. It be like living in a vacume cleaner. I have an open fire which the chimney draws air to make it burn, but at the same time its constantly taking all the stale air out the rooms & replacing it with clean air, so when i get droughts blowing in from door.s & windows, in winter, i just build the fire up bigger, so i,m warm , but plenty fresh air at the same time.& thats the way its staying, cos when everyone,s home.s were like mine, somehow ashma or breathing problems were vertuly unheard of.

    Those taxi drivers are idiots, the cost of petrol and diesel is multiple times more than electricity.
    If they bought an electric taxi it would easily have enough range for a full day of driving around town and then they could recharge it at night on off peak electricity at a tiny fraction of the cost of petrol or diesel.
    The cost of electric cars is also coming down. MG5 Electric Long Range costs 30,995 GBP, however a taxi driver wouldn't need to pay VAT so knock off the VAT and that would save him/her 20% which brings the cost of it down to 25,829.17 GBP. An MG5 Electric Long Range is an estate car with 5 seats and a range of 335 km and it only take 42 minutes to recharge. So even if a taxi driver had to drive 335km in the morning, when they stop for lunch it'll be recharged.
    All the technology for people like these taxi drivers is here and they are cheaper, and yet they choose to keep driving petrol and diesel cars. Which just goes to show how powerful the fuel lobby is in the media.

A taxi driver who lives in a terraced house would be foolish to spend that sort of money on a car and also pay the daft costs for public chargers. Plus he is so stupid and arrogant that he thinks he knows more than someone who makes their living off their car. If it was that good they would have switched.

      @@Croz89 new cars are always expensive. But if you run a taxi firm you need to buy a car. You can buy a second hand electric car.
      There are over 400,000 Nissan LEAF's in the world, they started production in 2010 and it's right the end of their production cycle.
      Plenty of taxi firms around the world have used Nissan LEAF's in the past and they have done hundreds of thousands of miles.

      One reason for poor resale value is that battery technology is constantly improving, giving longer range and quicker charging.
      People don't want stranded assets.
