I'd like to imagine that during the whole movie Bully Maguire is just a regular sized adult but he is the only person that the toys will come to life in front of and he just hangs out in Andy's room for no apparent reason.
So how does he get under that truck and ride RC? Why did Andy grab him out of the box? He's definitely a toy who replaced Woody.
