I'm maybe talking out of my ass, but I believe he judged that the DPS gain of using dissipation wasn't worth it for the HPS loss for losing your fairy.
It’s not unusual to hold Dissipation during prog, trading access the fairy and it’s OGCD kit for stronger GCD heals + 3 Aetherflows can be risky. Also, once dissipated the fairy needs to be replaced or centered when it returns. This is not a big deal but it can be rough if it aligns with a mechanic or if having her center ensures her heals reach the full party.

Umi switched to GBN before we saw the end of the fight, GBN is just better for mit + damage.
