Yes agree if a driver is driving in a way to benefit his teammate both should suffer a OnTrack penalty (drive through) and such as this case Magnussen would still lose license points.

Make it a team penalty, have both of the team's cars serve a drive-through penalty. That will make it disadvantageous to use such a tactic.
