It all boils down to tribalism, if citizens could all speak in one voice and join forces to uproot the corrupt cartels in unison, corruption could be a thing of the past!

I have always maintained that the root cause of systemic corruption is the lack of good social security schemes for public service actors and punitive measures where breaches occur. Many corruption cases arise from the "get rich quick mentality"

Removing subsidies and spending go hand in hand. Everyone is being asked to sacrifice except the political class and govt officials who are the biggest spenders. Ruto needs to crack down on the low hanging fruit like waste , duplication, corruption, fuel gazzling vehicles, travel, ghost workers, tendering, procurements . I will focus on just one. One of the biggest waste in govt is Travel.
One of the biggest waste in govt is in travel. foreign travel by Mps, counties, and govt officials is one of the biggest expenses in govt. The biggest expense on travel is tickets and per diems. Average tickets costs 2000 dollars and Officials are paid 1000 dollars a day for their expenses. Imagine staying one week thats $5000 per person. Stay More than one week do the math. Some officials get 10,000 dollars for 2 weeks just for one person. But no one even the civil society has ever brought this up even the media.
According to the Auditor general report, the govt since 2013 till today spends 1 billion shillings per month on perdiems. It was also reported that during covid county govts spent 12b during a time when travel was restricted. So one wonders what travel were they doing unless they were turning in fake travel invoices.
When magafuli came to power the first thing he did was cut all non essential foreign travel only essential travel for govt officials. one had to get permission from him or his cabinet secretary to travel. The results were astonishing. The govt saved 400million dollars ( not TZ shillings) in one financial year and used that money to finance free secondary education. Now imagine if kenya were to do the same that amount of money would be more than 400m dollars.
If Ruto put his foot down did the same as magafuli lets in his first year. he would have this money to fulfill some of his pledges like finance irrigation schemes Like thiba dam in Kirinyaga and all around the country where we have rivers and build flood mitigating infra to harness that water for irrigation and meet food security
Our Ambassadors who have nothing to do can be designated to attend meetings in place of govt officials and give reports on outcomes
    Other areas of waste are
-Travel mileage claims by mps and MCA's which are overstated or fake
-Ambassodors upkeep -many bring no value yet we pay billions for their upkeep
-loss making parastatals-cost the country 200b a year
    -Procurement-overstated govt purchases by 1000%
    -Ghost workers.
-Tendering and contracts being over valued by 1000%
-Merging some ministries and parastatals to avoid duplication

I think Ruto is not much different from Uhuru I mean in corruption. He is just a good orator and a little more hands on manager. He was a mainly one man financier of his campaign and therefore he will have to pay himself first before every one else. I see all this hope and I have bn watching development before and after elections and kinda realize Kenyans have too much expectation and hope hence they may end up being disappointed.

Blame Uhuru glorify ruto. Expect heaven from raila while not voting for him!

I was involved in early investigations of Goldenberg international scandal andits prosecution on behalf of LSK. What made people aware and outraged was the simple example of what the money stolen could have done in terms of building hospitals or even the magnitude of placing one shiling on the railway line from Mombasa to Kisumu.Sarah Elderkin tried hard to awake the consciousness of Kenyans to what was taken from them.I still feel we have not yet reached the boiling point to make decision to fight corruption. I hope wizileaks and such projects will help change the society to action.

I like that discussion about corruption , why can't we do development with budget allocation and that county-wide where those government don't go beyond balance budget. What I mean is County's must have a balance budget before they allocate any money. For example states in USA cannot do business before balance budget is done.

As a European, I wonder why Kenyan has all these tenders.
For big construction works I het it. Then you apply massive transparency (like here) and current oversight.
Bt for "small" matters such as teacups, coffee and napkins for county offices, municipal offices, the residents office and the likes, you have a purchaser. - Which, of course, when we talj about countries such as Kenya, is responsible directly to thee keeping the books wherever.
It works in my European country but then we don't have a corrupt mindset.
