It was designed by Roberto Giolito - Mr. Frank Stephenson often cites it as his own, but he was appointed head of Fiat design only months before the car went into production, whereas Giolito realised the Trepiúno concept car in 2004 already (it's rare that head of departments work on the design itself anyways).
