The other reason is that Haaland pulled way too many defenders to guard him so everyone else are pretty open

So this reminds me of Alonso/Hazard at Chelsea. Essentially Alonso is a great finisher and while good at finishing Hazard was the best player to have the ball at the touchline and not incredibly dangerous getting space around the 6.
Hazard would then stay wide and isolate opponents while Alonso would crash. It allowed for a slot of goals for Alonso but also created defensive liabilities.
I donât watch city enough to know if that is happening but Iâm assuming City is more sound to stop a counter than that Chelsea team

Great players can and should be able to score goals when the opportunity presents itself. Your position shouldn't be the limiting factor on your technique. Gary Cahill had great technique when shooting from outside or inside the box, Pique, Ramos, Rudiger as well. It's up to your coach put you in a position to take advantage of that. With Pep, you're expected to be able to do everything.
Idk man shooting outside the box is a difficult skill that not anyone can master, even great players.
Uhm it depends more on what type of center back you are.
There are center backs that just arenât comfortable to move up that fast.
Rudiger doesnât have it he just shoots alot
