You need pilots to drop bombs.
Pretty hard to drop a bomb when the enemy pilot's are x1000 faster than you with thousands of years of training. A single vampire with a stash of weaponry could annihilate entire bases. Move in, fire, escape. There's nothing on earth that can defend themselves from a capable human, who can move 1000 times faster, and has even basic explosive equipment. Airfields would be decimated overnight and during the day... you have to find them.
They won't hide in their homes.
They'll hide in fields, hide in churches, hide in dense population centers. Their ranks are infinitely respawnable, they can convert any human they see to Vampire - and that's just to keep you busy. The top 50 vampires alone could annihilate the entire U.S. defense system overnight.
Humans don't own the day - Vampires can do just fine in cities, hiding in population centers. They move faster than even machines can track. Vampire kind has every resource available to them that humans do. They have a critical weakness to the sun - but humans have to sleep too. Considerably less, sure, but depending on the time of year - if they attack in early December, they have considerably more hours to fight.
We've seen Eric travel states in minutes.
There's a reason the general here mentions, "Molotov Cocktail". He's thought about defense thoroughly, he's fully aware of at least most of the anti-vampire weaponry to date... yet he's here... risking his life to deliver a threat.
A hollow threat meant to deter them with the fear of the unknown. Basic military strategy. Keep them guessing. When he is cornered by Bill he cries, "Oh god" and doesn't try a ploy, doesn't try to defend himself, doesn't lay down anymore threats.
He knows it's over not just for him, but for everyone.
"Molotov Cocktail" is a simple concoction of alcohol, a cork, a cloth and a fire. In a single night the entirety of L.A., NYC, Miami, Chicago and every major population center would be burning overnight. A single "Bill" level vampire could burn entire communities to the ground and increase their ranks 1000 fold. "Burn... or turn". By morning you have entire nests ready to go. Every civilian, man, woman, and child - all turned.
Who do you kill then? Where do you drop your bombs?
Vampires present opportunity for medieval warfare in a modern setting. They hide in caves, they hide in fields under the dirt, they hide in droves everywhere. Why doesn't this happen?
Population control. If you had 1000 vampires and 1000 humans, they'd slowly kill off the humans starve. That's the real deterrent. Competition.
Don't get me wrong - humans are tricky. They likely do have weapons of mass destruction worse than nukes. This would likely entertain notions of diseases, vaccinations against vampirism, blood diseases to control supply... this could likely cause vampires under 200 years old to suffer immensely. Tainting water supplies with silver so that civilian populations can't be turned. Sure. That could work.
But against 2000 year old tacticians who have super speed, there's little true defense... and all it takes is 1. 1 vampire of that caliber could turn the entire government of Georgia overnight. They want to own the nuclear armaments in Montana? Not difficult. Worse... what if they attack Russia? U.S. Citizens throwing Molotovs in Japan? What about Russia? What happens when they arm a populace against another nuclear power?
Vampires are too dynamic, too capable to be properly destroyed. If they WERE going to destroy Vampirekind they would have to strike first, strike hard, and strike with heinous inhumane weaponry. Tainting True Blood in the entire U.S. overnight would be an excellent start, and with something with a time delay, like a virus. If they don't have some kind of disease or chemical weapon, there's no way. The war would likely be decided in the span of a week - much of that would be simply a matter of hours. The first 100 drone strikes would decide the whole thing. Could they kill the greatest commanders of Vampire legions overnight? Can they kill ALL OF THEM? Doubtful.
And if that doesn't all convince you, this will.
Do you think these Vampires even exist on U.S. soil?
We see the public figures for this movement, but not the real wheel turners. Characters like Russell show up out of nowhere, but he's a raving lunatic... if there's a single legendary Vampire in say, Australia, or Europe, or Asia, who are generating vampires and sending them to the U.S.... you've got a war of attrition that will outlive you. You can't drop bombs in Europe without their consent, and it's pretty hard to prove anyone is a terrorist leader in such a way that it's obvious to everyone in the world.
What if these Vampires flee, every night, to Mexico, Canada, or into Submarines? Think you can find them then? Even if you do, the red tape around dropping bombs on them gets really messy if they decide to hide in population centers. Can't bomb your own cities. It sounds ludicrous, but U.S. borders are largely open, the tools to defend them are useless against someone who can travel like a mach 4 jet over land.... and they move faster than the eye can see. Sure, missiles are fast, but they need targeting systems - and ones that can beat any ingenuity thousands of year old vampires couldn't figure out... and haven't already prepared for. Satellites are fast to capture images but they need to be positioned and can be obfuscated.
What targeting system can hit an individual man travelling at speeds faster than mach 4 jets, on the ground? If they just RUN, it's near impossible to kill a vampire like Eric... or track him... and he's mid-tier, we've seen MUCH stronger vampires.
Don't get me wrong, I'm not underestimating the U.S. government here, and the ingenuity of the average american to develop a weapon capable of harming vampires. It's just that vampires ARE humans, they possess all the same ingenuity. Need for sleep, need for food, all the same needs - but incredible powers on top of that.
.... if a single Vampire wanted to burn the U.S. food production, they could decimate it overnight. They don't even need to hit controversial targets. Burning wheat fields, killing cattle, poisoning fields with mint (it spreads like a weed).... there's dozens of ways Vampires can turn our human weaknesses against us. They could decimate the U.S. food supply overnight, just as well as the government could taint their food supply...
At the end of the day, you're looking at a Civil War, but one side can infinitely grow their supply by slipping into a population center... and that's the real rub. You can nuke NYC when it becomes infested, but after a while... what are you even fighting for?
At the speed in which they can turn humans, they can vote you out of office the next night.
I'm all about this theoretical, but the U.S. government would need serious biological weaponry - and if they did, they wouldn't send ultimatums. They'd need to administer it pre-emptively, long before the vampires could contest it... and then hope for total saturation of the U.S. population... and deal with the global fallout when it naturally spreads beyond our borders.
War is economy, and Vampires have EXCELLENT economy - they are a walking biological weapon. They're a virus in and of themselves. Humans would have very little chance unless they had equally heinous weaponry.
Conventional bombing would not be enough - we have excellent tools for war, bunker busting, and eliminating embedded targets in unusual spaces... and we'd have to presume our ability to do so would be far more than what is known publicly today. U.S. armaments are state of the art and they would have planned for unusual situations. Major tactical figures would be behind thick walls, with automated defenses, and largely be able to keep a command structure.
      That isn't the problem.
It's that they can't defend the populace at large, and while they could firestorm the whole U.S., that's a tactical option, even nuclear weapons take time to fire and detonate. It's a matter of minutes to get to low orbit where they do the most damage - you can even sneak them in beforehand into major population centers... but if you do so, and even 1 legendary vampire remains, it's all for naught.
You'll be trapped in your tombs while thousands of vampires turn the human populace into cattle... and they will outlive you. 100 years isn't too long to wait holding up in Canada, or Mexico, as they study your methods. By then anyone who started the war will be dead, or dying, and their children may adopt their vehement ways... but maybe not. Children rebel... or are misguided. Unless you can stamp them out utterly, you will lose in the end.... and along the way the casualties would be immeasurable...
      And meanwhile...
The government is a servant of the people. If they are all vampires, who funds you then?
They can't win this one. They can strike blows, but without a major biological weapons that basically immunize the populace... there's no way.
