I know Noel ethnicity had been up for debate but I'm take a leap faith with the way he tells this story, him being Catholic and his English name. I'm gonna say that he is Filipino.
Also to help explain for people who aren't familiar with Filipinos here's my reasoning (please note I'm African American but my stepmom is Filipina sorry if I get stuff wrong)
1) The Philippines has insanely low employment it's economy is mostly fueled by people getting jobs abroad in foreign countries and sending money back to their families. So theirs Filipino immigrants in almost every country.
2) because Filipinos work abroad and sometimes multiple countries. they are super open to having relationship with foreigners and people of different races. Theirs a good chance Noel is mixed adding to his racial ambiguity.
3) the reason why people might be confusing him for Latino is that despite being separated by the Pacific ocean both Filipinos and Latinos were colonized by Spain. So they have a lot in common. Like being Catholic or speaking Spanish (though Filipinos have a mixed language with their native tongue).
It wouldn't be crazy to call the Philippines the Asian version of Latin America.
4) Spain eventually lost control of the Philippines and the U.S. took the colony from them. It was a colony for roughly 50 years and even after it gained Independence in 1948 the U.S. still has a strong influence in the Philippines. A lot of Filipinos speak English and relate to American culture. So it's not surprising that even if Noel was a Filipino immigrant he'd blend in America easily.

our confirmation class did "retreats" which was just spending the entire day in church
I went to something like that, wouldn’t call it a camp though, we just had to go this building next to the church for an hour every friday evening for like 4 months or so

Nah, he's Filipino and white. His dad is white, mom Filipino. He's given hints in the past about his race if you've ever really paid close attention to their podcast episodes. He discussed race in the first podcast episode he did with Cody (Insanely Chill, not TMG) and mentioned the HAPA subreddit, which is where where half white, half Asian people go to discuss their issues with being white and Asian. Later on, he discussed how when he's angry is when he's "100% white". In the Insanely Chill podcast episode he did with Cody and Spock, they brought up how ambiguous he looked and because of that he could say all slurs and nobody would be offended because they don't know his race. He said he can't say all racial slurs. He said ch**k though, which means he's Asian. Not to mention his features and first name give him away (Noel is a common male Filipino name). Him telling us he grew up Catholic was the icing on the cake, because a majority of Filipinos are raised as Roman Catholics.

For my confirmation we had a “retreat” in the gym at the school for my church and we had to stay the night. There was a group of like young traveling Catholic kids between 18-21 and they were our “leaders” or whatever. Each leader had a group of like 10 kids or so and we did a bunch of icebreakers and then prayed every few hours, just basic shit. After a few activities though, they decided to start doing skits to try and “spice up” the lessons and one of them involved them doing a “commercial”. This one leader that was easily the oddball of them made his commercial about Vaseline and in an attempt to be funny, he grabbed a scoop of Vaseline out of a giant container and started fucking EATING IT. Then he started chasing the kids in his group with it on his hand and the other leaders were trying to laugh along but also trying to stop him from smearing fucking Vaseline on a bunch of 16 year olds
