- Washington rolled out the red carpet for Kenya's President William Ruto. The two countries are marking 60 years of diplomatic relations. They are promising to strengthen those ties, starting with security co-operation. President Ruto reiterated his commitment to sending a thousand police officers to help restore order in Haiti. The visit is also important for broader US-Africa relations. Washington appears to be playing catch-up on the continent. China has invested heavily in infrastructure and Russia has increased its military presence after a series of coups in recent years. Can Washington fulfil its new promises? How could African countries benefit?

Contrary to *David Shinn's* claim, it is *not unusual* for "Western" countries to use African security or armed forces outside of the African continent. The colonial European nations used Africans to fight and die for their cause in World War 2 and they never quite gave them credit for their contributions. Furthermore, the U.S.'s assisting of Kenya to fight Al Shabab in Somalia is not a charity. It is a _self-serving_ endeavor to reign in extremists in the African Horn that pose a threat to the United States' interests.
China currently owns the vast majority of cobalt mines in Congo and using de facto slaves to exploit Congolese children and adult workers in gruelling conditions. So when will you start divesting from China?

Your reply is a red herring; let's get that straight. It is irrelevant to my comment. That notwithstanding, it is true that China is involved in exploiting valuable metals in the DRC, even if it is not alone. It is not so much African countries "investing" in China; it is the reverse. China is investing in select sectors of African economies with a view toward long-term gains. Rather, Africans should insist on processing raw materials and not just shipping them to China and elsewhere in their primary forms. They should insist that Africans be adding value and getting good financial returns. While African leaders have paid much lip-service to this lately, it has yet to materialize.🙂

On the other hand, the U.S. and its allies in Europe and the Pacific have *targeted social structures and humanitarian aid* that promote _dependency_ over self-reliance. While China's military presence in Africa is small, its alleged share of financial assistance toward the defense sector is surprisingly *more generous* than that of traditional OECD donors like the U.S. and Europeans. Rather than investing in Africa's defense sectors, the Americans and Europeans preferred to maintain a direct physical presence or provide incidental aid limited to the operational needs of their security interests, employing African labor. Chinese ODA loans and aid don't impose morality (supposed concerns for "democratic" reforms and "human rights") as preconditions for loans or aid. To be clear, the Chinese, the Americans, and the Europeans have self-serving motives for their loans, but there have been differences in their relative impacts on Africa. In addition to these groups, several *_Muslim_* countries are noticeably trying to create a niche for themselves in "African assistance." It is up to Africans to decide how to balance these financial connections in a way that benefits Africans.🙂

This is a turning point for African power dynamics. Haïti represents an opportunity to establish African influence in the Western Hemisphere. Just like the US has Hawaii, Guam, Marshall Islands, Micronesia, and Palau, so can this be the opportunity to establish African Union Territories. If African Caribbean Nations are part of the 6th region of the African Union, this is the time to show the world that we as Africans are United. Please think strategically! Imagine if the AU through Kenya can establish its 1st military base in Haïti. In 2016 Haïti applied to be part of the African Union but was denied. This is an opportunity not to be missed. This is a no brainer for African Geo-politics.
Also, this is a black nation helping a black nation. Africans are capable of solving simple problems within the African Community and diaspora. This is an opportunity to show the world that we don't need the West or the UN, WE GOT THIS. This could be the beginning of African Union influence in the Caribbean. There are strategic moves being played here.
Kenya is also a rising economic power in Africa. Beyond military aid Kenya now has an opportunity to stabilize the region then provide economic support by expanding Kenya's apparel market in Haiti to reach US markets.
I wish all goes well, US to replace Museveni with Ruto so that we Ugandans can handle Museveni regime ourselves without lavish support he enjoys from America.

Kenya *needs something else* more than "increasing the police population" in the country: A robust investment in the *economic upliftment* of its communities. Remember, the police are a _reactionary_ tool to crime and "unrest," not _proactive_ problem solvers of their root causes. The police may get "troublesome" people off the street but will not end crime or unruliness. I suspect this is true for Haiti as well. Therefore, sending Kenyan police to Haiti should be worrisome.
