The locals cant hunt their own elks for home use. But an outsider can bag one anytime he wants....
It costs non navajos about 7800-8000 to hunt on the rez. You can hunt on tribal land if you have a hunters safety course and pay for permit and put in for tags

Navajo nation fish and wildlife don't care, they just hang out at Wheatfields lake. Besides they're Rangers not Game Wardens. The Navajo Nation doesn't have Game Wardens.
