  • The successor to GTA IV and the "remake" to GTA SA is here, set in Los Santos which is based in Los Angeles. The Police and Sheriffs are the two main law enforcement agencies in the game, both based on LAPD and LASD. Are they any better or worse than the GTA IV? Find out!

    I think one of the biggest flaws in the game, is that is very easy to trigger police, and even civilians. Even just for standing next to them. Idk why rockstar decided to implement that feature.

      This is untrue, you can just stand around not near anyone and an NPC walks up to you and gets upset over it. You can even just simply park your vehicle a little bit near people and they'll call the police if you don't move. @@lamxdblessed3383

    Just a little thing to add on is that when you commit a crime unseen by police you get a wanted level because if you try to look hard enough an NPC in the area can be found calling 911

      Yea sometimes they call, but not every time. Actually, you get wanted bcus of AI itself with no calling needed which is very annoying.

      Yeah, that kind of evidences in game convinces us that Police AI's aggressiveness is an intended feature to mock police brutality in real life.

    A few more features that were not mentioned:
    1) NOOSE officers can also arrest. You can understand whether they will arrest or pull you out of the car by whether they shoot at you or not. If they shoot, then they will pull you out of the car and continue shooting. If the police stopped shooting, and the NOOSE officer approaches you, then he will try to arrest you.
    2) In addition to Los Santos airport, cops in body armor and with rifles also spawn at metro (tram) stations and can quickly kill an unwary player.
    3) There are several locations in Los Santos, where special police cars can spawn at certain times of the day. These include a police motorcycle, a police van and an unmarked police car. Inside there will be 1 to 4 cops armed with pistols. One of these places is the station under the flyover (7:35).
    4) Sometimes in the northern parts of Los Santos, a police helicopter may spawn, which will patrol the area. He has no shooters and cannot harm the player. But he can sometimes join the chase and can be a problem during the chase on foot, as he will reveal the player's location.
    5) Near Mount Chiliad, rangers can patrol on the roads. They always patrol one at a time, armed with a pistol. They drive unique Ranger SUVs. Sometimes they can also join the chase at low wanted levels.
    6) Large police roadblocks can sometimes appear on the highway near downtown Los Santos. They can consist of either patrol cars or NOOSE trucks and block almost the entire route, which makes them more dangerous than regular road blocks.
    7) Sometimes, the army can join the chase, even if the player is not on the territory of a military base, but just nearby.
    8) The guards, although not police officers, can reveal the location of the player if they see him.
    9) Prison is the only place in the countryside where Los Santos police patrol cars spawn. Also, the police will be armed with the Assault Shotgun. This is the only place in the game where they use it during Free Roam. + The prison guards (although not regular police officers, are still worth mentioning) use a sniper rifle, with which they are able to kill the player very quickly. Compared to snipers from GTA 4, they are much more dangerous.
    10) In addition to the Los Santos police patrol cars that appear in the prison, LSPD officers appear along with the police van on roadblocks in the countryside.

      if you have a 3 Star wanted level sometimes the lady on police chatter will call the helicopter off because it will run out of fuel and it will not chase you anymore. But only in 3 stars and only if you wait enough and dont make serious trouble.
      12) in Grapseed you can see park rangers on the road side arresting sometimes NPCs instead of killing one

      The national coast guard exists as law Enforcement in the game. You can see this guys on the police boat patrolling the area of LS Airport. But if the player have a wanted level: The Police boats will be replaced with regular LS Cops.

      14)Sometimes fib agents can spawn in front of the radio teleskops in Blane County. You can find also unmarked FIB police buffaloes.
      15) I still missed the FIB Agents with unmarked Police cruiser too. These cars will appear only in missions but existing as law enforcement in the game!

      When you get into a police vehicle the player gets ammunition for weapons and sometimes a body armor (in Riot for example).

      @@deathtrooper937 Regarding the 14 points: unfortunately, this does not work on a PC. Scientists will appear there instead of FIB agents. They were agents there in the old versions of GTA 5, but for some reason Rockstar decided to cut it out. I don't know, however, if this works on other platforms or the same as it does on PC.
      I spent many hours on the wiki and many times more in the game itself, but I still don't know everything. It happened that even after 15 years from my acquaintance with GTA SA, I learned something that I did not know before. Anyway, I wanted to supplement this video, because I believe that such features allow to embellish game mechanics, which at first glance may seem trivial.
      Honestly, in my opinion, in games like GTA, developers need to pay more attention to the wanted system. After all, if we play as a criminal, then the police are our main enemy. And the police system in GTA 5 is not implemented very well ... In GTA 4 it was definitely better. It's strange when the police have only one shotgun for two cops, while the players have combat helicopters, tanks and a bunch of military equipment (not even mentioning flying bikes, submarines and orbital lasers).

      @@Max-du4yc I'm not sure it's the right reason, but the FIB Agents in old version of GTA V are actually considered as "Citizen" NPC, which means the agents shoot each others when the shootout is happening. So, I think Rockstar Games decided to put the scientists on the same location, instead of changing their AIs into Police one.
      Well, It's actually more easier way to fix the awkward situation anyway, So.. that's my thought.

      @@Max-du4yc for point 14: sorry its my fault. I thought it stil exists but only in random event that happens only for one time in the game.
      But yeah, Rockstars openworld games are very good and invigorating in detail in general. You can play the games like 10 years and you can stil discover a lot of things and facts. If we get gta 5 and gta 4, plus some rdr2 mechanics in gta 6 and this would be a great game on the market. But i don't want to face cops with carbine rifles because I think it would be a lot for a perfect gunfight and to difficult. When I want to fight with cops with military equipment, I always go to the military base to fight with the national guard.

    Nice video! But you forget something and is the detective division of the LSPD, they can spawn under the bridge near Mission Row on night times, the problem is they are extremly rare to see them, but they drive a undercover car.

      Thekillergreece I bet in GTA online you get arrested in two ways. One getting shot while seizing contraband during the bikers DLC, and two being in that MOC or VTOL while causing mayhem.

      What you say about the helicopter not shooting is not true there are actually 2 noose units in the chopper and if 2 or more stars when thay are near the co pilot will shoot his pistol

      They spawn (police buffalo too) at night between 22 p.m and 6 a.m and I remember in the PS3 version they used micro mp like the 3rd guy at the back and there also spawned FIB or IAA agennts ? But they doing a patrol and driving with sirens behind a 4 door car with 3 random people (aiming at they show red for enemy) inside of it but they don't fight each outhers

    When the cops are searching, they will always check your last seen location (if they never engaged you, they'll search the area where you get the wanted level) before start "cheating" and search you where you're actually hiding.
    In GTA Online when you have one star the police will shot you regardless (because you can't get arrested), also in GTAO when you have 4+ stars cops will start shooting on cars even you didn't shoot first.
    NOOSE are more hard to harass but if you manage to do it you'll get 2 stars instead of 1 and they'll shot you.
    Last thing: in the first mission with Franklin when you get the cops if you exit the car they'll arrest you on foot even if have 2 stars.

    It bugs me how underutilized the San Andreas Highway Patrol is as well.
    There’s an officer pursuing you in your clip about jurisdiction. They rarely spawn in game along the highways, but I really miss the bike cops like how they were in San Andreas

    I object to the statement that Cops in GTA v never patrol outside mission row, I was in director mode with wanted level disabled today and I saw a cop patrolling in Sandy Shores, I heard no pursuits going on, I hadn't had a wanted level today either.

      sometimes they spawn and the car they're chasing despawns and they end up just driving away.
      Edit: Oh and also there's sometimes an event where a sheriff's deputy will get into a car that spawned in the sandy shores sheriff station and will drive around.

    I'm surprised by some details like the hand signals or those landing helicopters. I've been playing it since the third day after release and never noticed half of them.
    The reason is simple, the unfair, overly aggressive behaviour which doesn't allow you to spot them. I've never known about those vehicular arrests above 1 star because they always killed me before they even approached me. The fact that they always know where you are, the fact that the cooldown is over a minute long and it can be restarted super easilly and the "no regard" make it super unenjoyable to me. I can't tell you how many times I got shot while having the "getting into a car" animation, not being able to do anything, and how many times I got knocked down on a motorbike and being spiked by a shootgun before I even had a chance to do anything about it.
    On the other hand, a month ago I was playing GTA IV and I really enjoyed police chases because they didn't cheat about knowing my location, so it was actually possible and in fact enjoyable to keep avoiding them. For me, the police in GTA V is one of the worst features in the game and in some aspect a terrible step back.

      For me they are good. They are sometimes annoying but you can see that they did give a lot of enhancements to them compared to iv. Especially to noose. They are aggressive because real life lapd is also know for being aggressive and for police brutality. And about the fact that they always know you location well.... there’s a theory that an ufo above fort zancudo is actually constantly spying on us and that’s the reason why they know our location. Personally I think v made a lot of improvements compared to iv but also a couple set backs. Let’s hope that gta 6 will have the best police behaviour out of all games!

      Jevier Lesmana lol no, it’s even more downgraded then gta v. The officers won’t help you when you are attacked. They won’t react to crimes done by npcs and also there are no special units of law enforcements while having a higher bounty. They could send in Pinkerton or us army but rockstar was pretty lazy and just added lawmen in horses

      @@lamardavisakald4438 they do react to crimes done by npcs, i dont know what youre talking about, but in my game they seem to react to me getting attacked, about the U.S Army and Pinkertons, keep in mind the U.S army are just enemies with different uniforms, pinkerton is a detective agency, so its reasonable for them not to show up, it also has a small little detail like lawmen not knowing who you are unless a witness is telling them about you.

    one thing I always remembered was being in the police riot van with the bulletproof windows and just sitting there with 5 stars and waiting to see what would happen. A NOOSE officer came over and pulled me out of the truck and while I had my head on the ground between his boots, he waited for half a second and just unloaded his carbine into my head wasting me in under a second.

    Also another thing to note in combat, While they don't display it much and it's a bit hard to notice, when you are around buildings (Like parking garages) Some Officers will go with their partner up another way to get to you. Like go up the other ramp(s) to flank you and the sort. And depending on the position you are at if you are at it long enough, the 4 Star Maverick with the Rappelling Noose guy's will drop them off on other building's that have a sight line to where you are, Atleast I think, It may have been a one time thing but I had one Maverick drop 4 guy's behind me while I was in a shoot out at a garage, They shot across from their rooftop at me and caught me off-guard which was neat as hell.

    A cop killed me with my own tank since I got out of it and into a police car to try to flee, even in online they will steal weaponized vehicles and even use the weapons (if the weapon can be used by the driver)

      I believe they spawn on certain time (Midnight will be their highest) at the train station at Strawberry under the freeway.
      Otherwise, they known to spawn on a certain side mission of delivering wees where they are positioned in certain spots waiting for you to take the vehicle.

    That's one thing I like about Watch Dogs Legion, the police won't shoot you unless you shoot them. (Or if you get too far away, but that seems random if they'll actually shoot)

      Yeah - I played it today and Noticed that Albion will only use Batons unless Provoked to use Firearms (This can be done by the following) :
      . Pulling out a Gun
      . Killing/Downing Multiple Albion Operatives
      . Using Hacks to Injure/Kill Albion (Only Works if they know you're the Hacker)
      . Using a Vehicle to Run down Albion Operatives
      (BONUS)
      . It seems to happen Occasionally when you just enter a vehicle
      . When Albion are about to initiate Gunfights - They will be displayed with a Pistol Image surrounded by a Red Hexagon - once this Symbol is displayed, They will pull their weapon out and aim at you for about 3-5 Seconds before shooting. Giving you time to flee or to shoot back.

    I do have one issue myself (but this is more of minor one in comparison to the ones you discussed). The LSPD have 3 different models for their standard Patrol Car. There is the Police Interceptor (the most common one based off the Ford Explorer Sedan Model), the Police Cruiser (which is based off the Crown Victoria) and the Police Buffalo (which is based off the Dodge Charger). However, the only model that we ever see in GTA Online are the Police Interceptor Model. As I said, it’s a minor gripe, but I still dislike it quite a bit because there are these 2 great looking models for police vehicles that rarely make an appearance in the campaign and NEVER make an appearance Online.

    Theres a couple of thinga you forgot to mention.
    First - the police spawning in front of you to utilize the "Element of Surprise" thing was not a thing until the game released for new gen (which in now last gen) and on PC during 2014 to 2015.
    And second is more of a rant during combat with the cops - when you shoot a cop down, there's a chance that they can lay down fire on you and get up shortly afterwards. That is if you can survive that is because when they shoot you when there down, they never miss, meaning that if you have a cop with an Full Auto AR 15, they will completely destroy you within a half a second and its so god damn annoying when that happens because you often have other cops shooting at you. Meaning 9 times out of 10, you've instantly lost.

      I'd suggest you shouldn't stand in one spot and you should be fine.

      @@matushka__ even when on the move, the cops have near perfect accuracy when on the ground. I've done some test with the mechanic with a trainer on PC and regardless of how fast you move, they'll still beam you with pin point accuracy.

      @@Fearsomebeast13 From personal experience for me it seems that they have this like every 5 shots there's an accurate shot, which stacks on top, when there's like 20 cops and 15 noose operators trying to get you.
      Generally speaking they aren't accurate, it's just that they have this feature where every few shots one will be accurate.
      They don't constantly beam you, if they did it'd be like the GTA Online headhunter missions lol.

    This in a very nice and informative video but you forgot the Coast Guard and the Park Rangers and you could also mention the north yankton state police. I know they are scripted but it would be cool to briefly analyze them.

    Here's some details i noticed in gta online
    1) cops can't arrest you at 1 star but they can shoot you
    2) if you steal a car (unseen by cops) and then drive near police stations or patrolling interceptors they will recognize the car is stolen and start chase you
    3) sometimes regular cops can shoot you in their car at 5 stars unlike in story mode

    Excellent video, I think LCPD from GTA 4 had better ai than LSPD from GTA 5

      The LCPD didn't have better ai.
      It's just that the blind rushing from the GTA V cops and enemies hides their true potential.
      The cops in GTA V can flank, strafe, charge you at a close distance. But all of these are limited to 12 npcs and certain things to 1 or 2.
      And what's even more annoying is that it's easily changable to like 60 NPCs (litterally just changing the number in a file), yet rockstar wont.

      @@matushka__ GTA 4 police do the same thing. The FBI units in GTA 4 are more like GTA 5's cops, as in they rush you more. The NOOSE units move in groups and they flank and become more aggressive when you aren't focused in their direction. GTA 4 cops will also roll and slide behind cover extremely quickly. Not only that but they actually chase you, most of the time I'm in a GTA 5 "police chase" I can outrun them in almost any crappy car while in GTA 4 they actually chase you and sometimes you'll have a line of 20 units behind you.

    What infuriates the most about the cops in this game:
    They’re too blood thirsty, they tend to kill hostile unarmed NPCs, when they are SUPPOSED TO FUCKING ARREST THEM. That’s not how law works. The cops in this game are way more aggressive than in other GTAs, and this is why I despise them.

      @@tylerwhaley4872 I've always assumed that Los Santos County and Blaine County were the same thing because of it and that Los Santos was in Blaine County as I've never known a city that was its own County without any small towns. Though someone else might have to confirm if those are a thing in California or anywhere else in the US. Though I did look up Los Angeles County and it does seem like there are some small towns there.

    5's cops (and AI in general) feels like a real step down compared to 4's. Atleast cop vs npc shootouts are entertaining though

      @Toreno yeah the cops in GTA 4 are probably the easiest in the series. they have trash aim and barely do damage. I like how GTA 5 aimed to make the cops more difficult like the 3d games. the cops in the 3d games were brutal. they had decent aim, very fast cars which could destroy your car very quickly, and very powerful weapons. the army and FBI in GTA 3 was no joke. GTA 5's police has weaker weapons but much better aim overall. I only wish hiding was more viable and I do wish there was more dispatch variety instead of just NOOSE and cops

      @Toreno It made sense in GTA IV though. It didn't have health regeneration, it didn't have special abilities (things V shouldn't have had to begin with imo) and their accuracy was balanced around controller free-aim. GTA V's police system and general AI is objectively a step down.

If it is tell me why people are shiting themselves saying that GTA 5 cops are "Robocops" they have "superhuman aim" really a step down ? or they just make them more deadlier,faster, more efficient than bunch of fat crooks with their useless aim ? nah mate, N.O.O.S.E in IV are less deadlier than single LSPD officer with the shotgun in the street, because their aim even walking in the group like turtles are absolute garbage i played too many times and i cannot be fooled by superior inteligence in IV lmao*
      It's a step down. Just because the enemies happen to be deadlier doesn't make it better, especially when in fact, it's sustancially broken. Cops in GTA V (And the enemy AI in general) are ridiculously accurate precissely because they have bad AI, as their shooting isn't even designed around AI in the first place, but rubber-banding with an aim-bot system, an unrealistic and frustrasting aim-bot that literally can get you killed from everywhere, even when going in a car at 120 MPH (When people say they have "Superhuman AI" they're not exaggerating), it just makes free-aim gameplay something completely redundant and useless, and the overall gunfights a hassle, mainly when we take into account how weak the player is in the game, it's not enjoyable, not even fairly challenging, just annoying. The enemy aim made sense in IV because there wasn't regenerating health, your guns weren't as accurate, and driving was much less forgiving, add to it how better the chasing AI was, it was just more balanced.

      The enemy aim in IV worked because there wasn't health regeneration, and the player health worked in a more realistic manner than the 3D era. Just because something happens to be harder, doesn't make it better, especially when that thing is sustancially broken. The wanted system in the 3D era simply wasn't enjoyable, the ridiculous aim-bot with overpowered weapons, mixed with the annoying rubber-banding that made chases literally unplayable (As you just pointed out, with the fact that they destroy your car ridiculously quickly), adding to that how impossible it was to lose the wanted level above 2 stars, as the games literally gave you no clue on how or at what point you could lose them, and throwing all of the system to waste just by using Pay N' Spray, making you avoid the whole system completely and forever, bad design imho, Mafia 1 had a much better system. GTA V's is hard precissely because it relied in most of this outdated aspects that made the wanted system a hassle (And the free-aim gameplay unnecesarily impossible). GTA IV's is better not because how hard it is, but because it is actually balanced with its core gameplay as I just said, the Watch Dogs games are definitely better examples on how you make a hard wanted system, GTA V's is just lazy, overly rubber-banded and broken.

    forgot to mention the coast guard do response at 5 stars but in different locations where it has water which is called the ocean the ocean in the pier doesn't count the beach near the army base is one of them the ocean outside of the airport counts too i think I'm right idk they armed with pistols and micro smg or Uzi whatever its called they can also arrest you no joke they can also the army do help too they can also arrest you for some reason this new info might be wrong so correct me if I'm wrong sorry if i am I'm not a gta 5 expert but at least i give it a shot giving out missing info that wasn't in this 1 year old video lol i didn't know the video was 1 year old lol

    What's the key to resist arrest? I remember last I played singleplayer I thought they removed the feature to be able to resist arrest during the animation since the game doesn't seem to tell you how to resist arrest like GTA IV does. I just recall during the animation in V I tried pressing all the directional buttons and I wasn't able to resist it.

    49:30 you are saying this but I follow a police car, for like 5-7 minutes after they go on a chase, and in a zone they will do loops until they find a target (and seeing the target its not difficult there is always something broken like light,door...) after this I tought maybe they are searching the suspect. But sometime they go on chase who is already chased by a Maverick helicopter and 2 police car. And sometimes AI go out hand and just crash an Maverick helicopter on building.

    New ps4 update. Police dont cheat as much in searches now cuz on ps4 i in director mode as highway patrol. Police lose me i hide on the other side of the road and behind electric box and police go to my last known location then run back down the street

    The arresting at 2 or more stars is not true 2 stars or more thay can still attempt to make the arrest just the more stars the lower possibility thay will try I know That being in director mode with a 5 star and invincibility and ended up getting arrested by 1 or more noose units (yes I tried both in a car and on foot) noose will rarely attempt to make a arrest on players but when thay do (depending on 4-5 stars) 1-5 will stop shooting and move in 1 of them will use a pistol to do this but like I said it's very rare to have noose bust you also shooting will reset this to norm aka if ones going in to get you if you shooting he will reset and continue to shoot at you
