They had a xeon tower with a 1230 v3 in it, 16GB of ram and all I had to do was throw in a SSD, PSU and a very suspect RX 580 obtained from a Amazon return store. This old optiplexes really are a killer value sometimes if you find the right deal. I got one with an i7 8700 as my htpc right now. It came with the 8700, 8GB of ddr4, and a 1TB hdd for like $105 shipped. I threw in a 2nd stick of ram, a 500GB ssd, and an rx 6400 LP single slot card?
And the thing rips for being a tiny htpc. And not consuming much power.
The 8700's igpu is pretty solid since intel upgraded their igpus with 7th gen, so it handles transcoding and such super well too, so when its life as an htpc is over? Itll probably become a plex box.

6:38 The RX 580 2048sp is actually an RX 570 locked at around 60% of it's original power draw. So, about 90w. Pretty safe to use sata adapters since the PCI-E slot is already providing around 50-60w. Btw, the performance isn't as bad as you would expect given the limitations. Is only around 15% slower than an RX 570 despite the 60% powerdraw limit.

Don't go in with graphics upscaling unless its Saturn and PS1.
I really want to get a LP RX6400 for that system to get some Xbox, Xbox 360, PS3 and Wii U emulation going on that box.
Also to get something more powerful that could perhaps give me a small PC powerful enough to run VR games like Beat Saber, Pistol Whip and Superhot VR.

A huge bang for buck upgrade for that PC would be adding a dirt cheap Xeon,
E3-1241V3, it is a 4 core 8 thread CPU with very similar performance to a 4th gen i7. No, it isn't officially supported, but sometime around 2018 there was a security vulnerability identified in this era Intel CPUs, a BIOS update was released to fix the issue, and Dell use the same microcode information in the update for all boards using those chipsets, so machines like this Optiplex, and lower end Alienware got Xeon support unlocked. I have an X51 with a Xeon in it, the 4790 still sells for about $40, these Xeons sell for $10-20.

This is a great example of just the basics of PC gaming at an extremely low cost. I personally would have tried to find a 6th or 7th gen i5 or i7-4790k and used its iGPU, or use a low-cost 4 to 8GB graphics card. I also would have installed a 250 SSD or a 1TB 7200 rpm HDD even though it's pretty slow. In my experience, an i5-6500T and 6200U certainly won't get 60fps but it'll run Fallout 4 on low/medium settings and New Vegas at 40fps on high without designated graphics.

    Nice build!
Some feedback - you should have gotten a 2x SATA to PCIe adapter instead of the 1x SATA to PCIe, they're capable of 108 watts instead of 50 and they're safer.
Reason that 2 SATA cords is safer is because the RX 580 GPU can get to 150 watts. The motherboard supplies 75. That means your singular SATA cable will be supplying 75 watts, which is WELL over the safe limit, making this PC a fire hazard.
If it was a lower power GPU like the GTX 1650 Super (only needs 25w from sata or PCI power) then your adapter would work fine.
    Stay safe, and nice build.

Would that PCI-E adapter work well for a more powerful gpu (but still only single pin connector) ? I have an i7-8700 processor which is decent but it's in a proprietary system with no PSU upgrade option. The PSU is 250w so not that strong,. the TDP of the 8700 is 65w non-boosted. What's the max GPU TDP I should aim for? Or within safe range, I should say. I was thinking maybe the 4060 since it only has around 110w TDP and is a very powerful card, albeit probably overpriced.

You're kinda just posting this here hoping to get some advice from a video that's completely not even close to where you would normally want to find answers. A better place to look is forums/watch videos about what your cpu is capable of to match a gpu for your budget and put in a little work yourself (but trust me, I know we all start somewhere. Not looking down, just trying to help).
It's really hard to answer your question as we don't know the case dimensions you are working with, what resolution you want to play at, or your budget.
Good options at or under 100 are AMD rx580 8gb (go watch some videos on how to avoid bad ones, I believe ones that have 2048 Cuda cores are the ones to avoid) at 50 or so dollars
      Nvidia Gtx 1070ti at 100ish
Rx5600xt for about 100ish (this only has 6 gigs of vram, but is what I use in my build and it's mostly fine for games at 1080p medium or high)
      Rx5700xt for 120-140
Its hard to recommend you anything else as anything less than 8gb vram is VERY ill advised looking ahead.
If you are looking for new (that's worth your while) the bar for entry is basically 200$ with the AMD rx6600 or the intel a750 (6600 is preferred as it has better drivers and won't have a hard time as much as the internet card will)

I'd try to find a deal on a used RX 6600. Sure, you're going to be leaving a lot of performance on the table when paired with that CPU, but with the right settings and the frame rates capped to 60 (or 30 if the CPU isn't capable of 60 stable) to reduce stuttering, you'll do fine until you can afford a CPU upgrade. And even a used ryzen 5 3600 would be more than enough to last for a while when paired with a RX 6600.

I also put a similar build with my Optiplex, added an Asrock a320m/ac & R5 5500 & XFX RX 6600 & EVGA 500w 80+ bronze psu. I made a small cut out on the front panel to add a power switch, also you don’t have to but I would recommend adding a 120mm fan in front for good air flow before my 6600 at 100% was around 70c its not a bad temp but adding a front fan it was now hovering at 60c- 62c at 100% so it’s something to consider
