Not necessarily sure the Citadel high treason applies considering Rick isn't officially a "citizen" of the citadel, nor even a member. Though impersonating an officer could probably work.

Arguably Rick commits a violation of Morty's bodily integrity since Morty physically and verbally rejected Rick's attempts to inject his toxic traits back into him. As well as possibly harassment of a minor by drunk calling Jessica multiple times.

Attempted theft of the truth tortoise, conspiracy to commit treason or violence for the Uprising, torture of that one alien, possibly kidnapping/false imprisonment of those people in the cargo container but definitely unlawful practice of medicine, probably the bodily integrity again for Morty being turned into an alien.

Attempted homicide of Jerry
Doesn't he get a presidential pardon?
Technically yes, but same deal as Henry Stickmin when he commits crimes after that point it's put into place, it's no longer valid. Rick even says this when they destroy a satellite in a later episode. Also you could make the argument that a presidential pardon would not absolve him of all his crimes, given that Mousait charged from the perspective of the Galactic Government for Rick's 2 counts of Treason.
whether that's seen as Treason or Justice is very much and issue whose side you're on in a conflict given I would say the Galactic Government didn't have the jurisdiction to occupy and declare war on peaceful planets, which of course violates the Nuremberg trials.
Yes, but he got it from the current version of the president of the united states. Not the leader of any of the other civilizations or groups he harmed. Not the exact same thing but to put it in his own words "you aren't president of the Amazon".
Also, he needs to keep getting them for them to count as seen in the Thanksgiving episode. So assuming he doesn't get a separate pardon for every single pardon-able crime he commits some of the crimes will count due to not being exactly pardoned for them.

1. Constructing your open airplane isn't a crime, failing to register it is.
2. He didn't fly alone, child endangerment
3. If he had pilots license, it's revoked, if not, flying without a pilots license is 3 years + up to 250k in fines depending on things like how high he was above residential areas, what planes had to redirect because of him taking up airspace, etc.
