What if my truck doesn't have rails in the bed?
then get to install the rail first and this is what I'm going to do now
will this fit a 2014 tacoma 4x4 single cab?

Absolutely
The mounts are not for a Jack they are for a knock off brand rotopax
And what's a rotopax?
this is a very bad design, its to short and the cross bars are directly in line with the rear view mirror.
they make a few diffrent ones, low mid an high, this looks like a mid rack
