bcs of gear ratios, they are optimized acceleration and speed, so in Jarno's case the jump from 7 to 8 is too large because it results in a significant drop in engine revs and power output, making the car slower and more difficult to control, also even if you do shift into 8th, that results in slower corner entry speed.
Wet setups are basically - Higher wings (+8-10 inter, +12-14 wet) - +5 on diff for some corners - 50 off diff (increase if you struggle under braking) - Sometimes +1 front & rear ride height - +1/2 brake bias - 22.6 20.2 pressures for inters, minimum rear pressures for full wets
