@Schism Circle Except that's not how NATO works. The 2% figure is a guideline that NATO sets for amount of GDP each member should spend on defense. What this means is that if a country (let's say Canada) does not spend to that 2%, the US does not have to make up for the difference because there is no broad NATO defense budget. No country pays into a pot of money for NATO (see page 15 of the document below).
Also, NATO members have been increasing their defense spending since 2014 when Russia invaded Crimea under Obama's administration. Look at Graph 6 of the latest NATO budget document here: www.nato.int/nato_static_fl2014/assets/pdf/pdf_2019_06/20190625_PR2019-069-EN.pdf. If you are going to give credit to Trump for increased defense spending of NATO members, you also have to give credit to Obama, who saw the start of this increased defense spending.
