There are many, many places that have similar intersections with synchronized lights. There is a stop sign facing the camera so this appears to be a 2 way stop, with the cross traffic having no stops and ROW. So it seems the Truck completely ran a stop sign... and main street traffic is still going. But then 2 more cars seems to just blow that same stop through that intersection like the white truck did.
