If the FIA brought back the green lights to signify the start of the race, Crofty would be saying "We've got 5 red lights on, and it's green lights and away we go!"
There is someone in control of those lights so they decide when to let them go, all of the lights become red and when they turn off that is when they go. For the drivers, it comes down to their reaction time.
In the past there was a green light. When the red switched to green they could start. Unfortunately sometimes the green light didn't go on after the red light was switched off, so this caused confusion for the drivers because their focus was on the red light switching off and not the green one switching on. After that they removed the green light and changed into this 5 red light sequence.
the top row has 2 green lights and 3 amber lights. The green ones are lit during practise sessions. The amber ones start flashing once a session is stopped due to an incident or if a start is aborted because of a driver error, car malfunction or system error. Mostly all the red ones are also lit then.

Initially they used to, but what the drivers actually do is look at the red light going off rather than the green light going on (they look at the lights in kind of a semi focused way). Hence the green light is kind of redundant

He's getting put under pressure from Bottas behind who is beginning to pull alongside him and now Verstappen is getting passed by Perez for 5th as we go to turn 1 and locking up and going wide there is the Haas of Kevin Magnussen as the leaders carry on towards turn 3... and DOWN THE INSIDE goes Stroll on Ocon. What a move!
