    This feeling in Bilbo is actually a side effect of the One Ring's attempt to keep mortal incarnated beings alive (providing immortality) in a way that is contrary to the nature of existence (forcing the relationship between fëa-hröa to continue in a way contrary to its nature). This phenomenon is similarly seen on the Nazgûl (as described by Gandalf). I think the metaphysical explanation of the event is like this.
    It may be that Gandalf's encouragement to Frodo and his confidence in his destiny strengthened his feeling of Estel with Narya.

    I loved this book but can't deny it's dense, the slow pace was not pleasant the first time I read it. In my re-reads, I have appreciated a bit more Tolkien's writing style. Also, I was in complete shock to find out it took Frodo 17 years to finally leave The Shire and he already knew the risk of keeping The One Ring with him. On the other hand, I really like the theory Tom Bombadil is Eru Ilúvatar in disguise and that would explain why he wasn't affected by the ring because he's the purest soul in Middle Earth.
    Lastly, I prefer Arwen rescuing Frodo to Glorfindel.
