idea...what if you just made one cut from tread to bead. That way you could either slide one end inside its cut end to make it smaller OR just feed it inside the bigger tire like a corkscrew.
That tire would not need to be balanced it is going on a tractor or loader or skid steer or for lift and those tires do not get balanced because you will never go fast enough to need it balanced.
Depending on where in the world you live, new quality tires could be cost prohibited. Also, how many tires are you running. Depending on the vehicle I'd say 10 plus a few spares, quality tires $500.00 X 12 = $6,000.00 here in the USA.

Now for a flap-liner they are like a big rubber band, smooth about .90 thick vary easy to roll up with slightly up curve sides. To put it plainly that’s a tube not a flap. Besides they are installing it the hard way. I did big industrial tires for years , I know . That’s a tube. If it’s was a flap-liner you could literally roll it up into a tight scroll and place it in the center of the tires and install it with your hands.

How to re-tire a tire with a retired tire?
This is a way to strengthen low pressure tires, almost like homemade run flats. Its an old tire, not an inner tube at all...
it's also how they ship them, you can fit 3 sometimes 4 inside each other to maximize space

Its just a run flat. Theres no seal between em. It just provides support so the rims aren't damaged if it goes flat
