Their actual ground weapons is called dual photon blasters. So they should do 2x8 damage per attack, like zealots. And give them maybe +1 range. Then they'd be cost-effective units.
Yeah. It seems that in the SC1 Beta, Scouts could use Anti-Matter Missiles against ground units but they made it only for anti-air. Which is a very clear philosophy of SC1 that anti-air is pretty common while actually useful air-to-ground is reserved for very specific units. I think overall the Scout is a worse Wraith that's more expensive for no actual good reason. And the Corsair's existence makes it even worse
