It's really hard to catch a criminal tho in GTA. IRL there is no way a criminal could have escaped that. Even tho they used such tricks a lot of the times the criminals escapes. Cops shouldn't lower the difficulty. It's the criminal's fault for getting in the situation in the first place. If you get to that situation realistically you are as good as caught.

How does a cop know he isn't supposed chase in a motor bike and yet keeps chasing until all the cop cars units are perfectly lined up on his ass. Next time he will probably follow unit air one is lined up 5 mins in and then pull off.

Ripley handled that really well, the "excessive" tazing as you called it was really not that bad. Ripley hesitated before tazing the third time to allow the suspect to get into the vehicle with a chance to drive away. The escalation of the pitting was due to the number of cars involved.
